Background
Founded
in 2002 by President William J. Clinton, the Clinton Health Access Initiative
(CHAI) is a global health organization committed to strengthening integrated
health systems around the world and expanding access to care and treatment for
HIV/AIDS, malaria and other diseases. Based on the premise that business
oriented strategies can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives, via improved organization of commodity markets and
more effective management. By working in association with governments and other
NGO partners, CHAI is focused on large-scale impact and, to date, CHAI has
secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.
It
is in line with the above that CHAI is currently implementing a nutrition
program in partnership with the Government of Rwanda and private sector
stakeholders with the aim of contributing to the fight against malnutrition in
Rwanda. This program aims at developing fortified blended foods (FBF) designed
for pregnant and nursing women and children from 6 to 24 months.
Summary
of the position:
CHAI
is seeking QuantificationAssociateto support the implementation phase of its
Nutrition work in Rwanda. The incumbent will support the FBF distribution
system from the factory down to beneficiaries at Health facilities across the
country.
This
work will necessitate smooth and effective FBF delivery planning through
quantification, order forecasts and coordination of various health facilities
involved in the FBF supply chain process.
The
position requires a highly motivated individual with outstanding quantitative,
analytical and problem solving skills. The Associatemust have a strong
knowledge inorderingas well as experience in managementof data and
quantification staff. On a daily basis, the Associatewill be working with the
FBFsupply chain team, the factory and health facilities across the
country.She/hemust have excellent relationship building, communication and
negotiation skills and a high degree of self-confidence. She/he must be able to
function independently and have a strong commitment to excellence with a keen
eye for details. She/he should also exhibit a number of important personal
qualities: responsibility, energy, strong professional ethic and highest level
of integrity.
Responsibilities
  • Coordinate
    the activities related to FBF quantification and forecast FBF product
    needs
  • Ensure
    that stock monitoring activities at all Health centers is happening
    appropriately and in a timely manner, use the stock monitoring data for
    planning and ordering
  • Closely
    work with Health facilities to obtain monthly requisitions/orders timely,
    aggregate the orders for purchasing towards the FBF factory
  • Carry
    out frequent reconciliation analyses of quantified FBF productsdelivered
    from the factory against the stock monitoring and distribution to
    beneficiary records
  • Elaborate
    frequent reports on stock monitoring and procurement of FBF products
  • Ensure
    data accuracy in the inventory management system used in the FBF program
  • Monitor
    stock expiry dates and minimize write off by suggesting solutions for the
    use of products before expiry
  • Consistent
    reports to MPPD on the progress of distribution activities and specific
    tasks assigned, problems encountered, the quality of relations with
    distribution points (health centers)
  • Keep
    records of all FBF quantification related data, and produce timely reports
  • Update
    daily monitoring data tools
  • Perform
    other tasks as requested by the FBF management
Qualifications
  • Bachelor’s
    degreein Pharmacy, Procurement management, business administration or
    similar discipline (master degree is an advantage)
  • A
    minimum of 4 years’ of relevant experience
  • Sound
    knowledge and experience in supply planning, order handling,
    forecastingand procurement
  • Ability
    to coordinate and communicate with multiple players, including drivers,
    MPPD leadership, staff members at distribution points and at the FBF
    factory level.
  • Strong
    analytical and quantitative skills
  • Experience
    working in the health sector will be preferred, especially in positions
    involving collaboration with decentralized institutions.
  • Ability
    to work independently and effectively in a high-pressure, fast-paced
    environment and handle multiple tasks simultaneously
  • Strong
    interpersonal, written and verbal communication skills, and an ability to
    build professional relationships with key stakeholders
  • Ability
    to react quickly to ad-hoc requests while managing an existing workload
  • Detail-oriented
    with strong organization and time-management skills
  • Excellent
    written and verbal communication skills
  • High
    level of proficiency in Microsoft Office, particularly Excel, PowerPoint
    and Word
