markets. CDI’s mode puts farmers first by increasing their access to knowledge,
inputs, services, and markets to improve their crop yields and increase and
diversify their incomes. CDI works in close collaboration with governments,
nongovernmental organizations, social investors, and farmer organizations.

Rwanda in collaboration with AGRA is implementing a small hold farmers’ project
aimed at to increase smallholder farmer incomes, productivity, and food and
nutritional security focusing on soil fertility in the Eastern Province of
Rwanda. This project is being implemented in five districts that include
Kayonza, Kirehe, Gatsibo, Rwamagana and Nyagatare in eastern province of
RWANDAwith the following specific objectives:
Rwanda in collaboration with AGRA is implementing a small hold farmers’ project
aimed at to increase smallholder farmer incomes, productivity, and food and
nutritional security focusing on soil fertility in the Eastern Province of
Rwanda. This project is being implemented in five districts that include
Kayonza, Kirehe, Gatsibo, Rwamagana and Nyagatare in eastern province of
RWANDAwith the following specific objectives:
- To
increase smallholder farmer’s access to agricultural inputs including but
not limited to inorganic and bio-fertilizers and improved seeds. - To
improve smallholder soya and maize productivity through the awareness and
adoption of climate-smart agronomic practices. - To
connect smallholder farmers and associations to market opportunities.
This
baseline aims at examining the agriculture production and the livelihood of
farmers in rural communities from Gatzimos, Kayonza, Kirehe, Rwamagana and
Nyagatare districts and baseline specific objectives are as follows:

baseline values for small holder farmers’programme indicators to inform
project benchmarking and targets. - Give
information on livelihood of farmers from CDI operating areas; - Document
lessons learnt from comprehensive baseline survey.
The
sample size for CDI comprehensive baseline survey is 600 respondents. In
addition to 600 respondents for the CDI RWANDA comprehensive survey, 2 women
FGD, 2 men FGD and 1 mixed FGD will be carried out by the survey team to
collect qualitative information on farmers’ perceptions related to financial
access and inclusion.

the consultant will lead the baseline process from planning to report
production. - Develop
Baseline survey tools based on the terms of reference - Hold
training of enumerators on the Baseline tools - Review
the existing relevant secondary data in the area. - Selection
of representative sample size - Spearhead
the baseline process - Ensure
a successful data analysis - Produce
the baseline report in collaboration with Programme Manager

collection tools, the proposal of the content and clear working plan; - Programing
online questionnaire in ODK to facilitate smooth data collection - Train
and lead data collection team for quality ensuring purpose; - Clean,
analysis baseline report and submit to CDI draft report for review; - Integrate
draft report comments from CDI Rwanda and it partners in final report; - Submit
final report to CDI Rwanda Office;
Required
Expertise & Experience:
Expertise & Experience:
- Minimum
Required: Bachelor’s degree in Project management, or statistics, or
econometrics, or economics, or biostatistics from a recognized university. - Preferred:
Master’s degree or advanced training - A
minimum of 3 years of professional experience in a similar position
focusing on data collection and analysis. - Preferred:
Experience working in agriculture - Advanced
computer skills, proficient in MS Office (Word, Excel, PowerPoint, etc);
advanced experience with large data sets and spreadsheets in MS Excel and
other databases; - Advanced
computer skills, especially with statistical software (SPSS, STATA,
GENSTAT) preferred. - Ability
to work well in a fast paced environment, while maintaining a professional
demeanor; - Knowledge
and experience in researching and implementing innovating data collection
and analysis tools; - Strong
analytical, quantitative and statistics skills; - Strong
understanding of project cycle management; - Ability
and interest in training and developing others in technology usage and
data collection; - Proficiency
in utilizing mobile applications and web based applications, and
statistical packages (such as SPSS); practical experience in statistical
study design, analysis of agricultural experiments, and socio-economic
surveys. - 3
years of proven experience in consultancy services in development
projects, especially in socio economics and agriculture; - Knowledge
on mobile and online data collection platform such as ODK is highly
recommended; - Ability
to take responsibility in meeting deadlines and making progress without
direct supervision; - Must
be detail oriented, with strong reviewing skills and a high degree of accuracy
is essential. - Fluency
in English, French, and Kinyarwanda - Excellent
communication and interpersonal skills, including written and spoken
communication; - Should
possess at least 3 certificates for good completion of relevant consultant
services.
