The
Clinton Development Background:
The
Clinton Development Initiative (CDI) develops and operates agribusiness
projects that empower smallholder farmers to increase their economic potential.
In Malawi, Tanzania, and Rwanda, CDI integrates commercial farms and other
agribusinesses with smallholder outreach to increase smallholder farmers’
access to local markets and enable them to participate equitably in those
markets. CDI’s mode puts farmers first by increasing

their access to knowledge,
inputs, services, and markets to improve their crop yields and increase and
diversify their incomes. CDI works in close collaboration with governments,
nongovernmental organizations, social investors, and farmer organizations.

  1. Monitoring
    and Evaluation (M&E) Manager
Location:
Kigali with regular travel to commercial farm site(s) and Small Holder Program
farming sites.
Position
Description:
The
M&E Manager plays a critical role in developing and implementing program
monitoring and evaluation strategy for the country program(s). The incumbent in
the position regularly evaluates progress towards goals and quantify program
impacts to both inform internal strategy and communicate with external partners
and funders.The M&E Manager is responsible for monitoring and evaluating
current and future country programs in Rwanda, with an emphasis on quality data
collection and utilization of technology. The person also performs rigorous
data analysis, present findings, and make recommendations to improve program
operations and impact.
Key
essential functions of the position shall include the following:
  • Implementing
    the monitoring and evaluation system in accordance with CF-wide M&E
    protocol, policies and information needs;
  • Organizing
    field surveys, coordinate activities, and facilitate utilization of
    Farmforce application and other technology
  • Inputting
    and analyzing data
  • Facilitating
    learning and sharing of information within CDI and with key partners.
Required
Expertise & Experience:
  • Minimum
    Required: Bachelor’s degree in project management, or statistics, or
    econometrics, or economics, or biostatistics from a recognized university.
  • Preferred:
    Master’s degree or advanced training
  • A
    minimum of 5 years of professional experience in a similar position
    focusing on data collection and analysis.
  • Preferred:
    Experience working in agriculture
  • Advanced
    computer skills, proficient in MS Office (Word, Excel, PowerPoint, etc);
    advanced experience with large data sets and spreadsheets in MS Excel and
    other databases;
  • Ability
    to work well in a fast paced environment, while maintaining a professional
    demeanor;
  • Interest
    in researching and implementing innovating data collection and analysis
    tools;
  • Strong
    analytical, quantitative and statistics skills;
  • Strong
    understanding of project cycle management;
  • Ability
    and interest in training and developing others in technology usage and
    data collection;
  • Proficiency
    in utilizing mobile applications and web based applications, and
    statistical packages (such as SPSS); practical experience in statistical
    study design, analysis of agricultural experiments, and socio-economic
    surveys.
  • Advanced
    computer skills, especially with statistical software (SPSS, STATA,
    GENSTAT) preferred.
  • Ability
    to take responsibility in meeting deadlines and making progress without
    direct supervision;
  • Must
    be detail oriented, with strong reviewing skills and a high degree of
    accuracy is essential.
  • Fluency
    in English, French, and Kinyarwanda
  • Excellent
    communication and interpersonal skills, including written and spoken
    communication;
  • Has
    the confidence to communicate and work directly with senior management
  • Excellent
    teamwork and relationship management skills required.
  • Critical
    thinker; hard worker and stress tolerant.
This
position requires the employee to be flexible in terms of working hours, the
nature of farm work means that occasionally the driver will be required to
longer hours, early mornings or evenings.
