cross-site clinical and district-based leadership teams Kayonza and Kirehe and
would be based at Rwinkwavu.

Leadership
of district programs includes working with each IMB clinical program manager to
set strategic goals, develop work-plans, establish clear metrics, and provide
feedback and support where necessary to achieve each program’s goals in the
districts of Kirehe and Kayonza.

On
the district level, the Eastern Province Senior Clinical Advisor will work
closely with the IMB District Project Director [DPD] in Kayonza and Kirehe to
build relationships with and accompany our government partners in executing our
shared clinical priorities. The Eastern Province Senior Clinical Advisor will
lead and oversee the implementation of all clinical programs at each level of
the district’s health sector: community, health center, and hospital and
district health leadership.

the implementation of the District Health System Strengthening at the
districts of Kirehe and Kayonza in collaboration with District Health
Authorities. - Support
initiatives around building local clinical capacity in a thorough,
systematic way especially at the district hospitals and health centers
across the 2 districts - Support
integrated information systems to connect all levels of District health
care in the two districts. - Support
accreditation related activities in order to attain full accreditation and
sustain those achievements at the hospitals and health center level in the
2 districts. - Assist
implementation of IMB’s strategic research and medical education
initiatives in the two districts
District-based

- Works
closely with the District Project Director [DPD] and other IMB district
leaders to coordinate daily clinical activities at each level of the
district health sector: community, health center, and hospital. - Engages
the District Health Unit (DHU) office for clinical matters and to support
institution settings for primary care and innovative initiatives such as
MESH, Community Health integration, NCDs, Mental Health, etc. - Supports
the Medical Director to reinforce Hospital Accreditation, quality
improvement at the Hospital and works closely with Medical director to
coordinate all IMB’s accompaniment programs within the district. - Collaborates
with the District Clinical officers, who are regularly collaborating with
the medical Chief of staff and the Chief of nursing to support maintenance
of high quality care delivery at the hospital.

- Works
under close supervision and guidance from the Deputy Chief Medical Officer
(DCMO), Health System Strengthening to set overall priorities and push
forward cross-departmental priorities - Meets
regularly with Deputy Chief Medical Officer (DCMO), Health System
Strengthening and other members of the clinical leadership team (at least
once per 2 weeks) to discuss progress of each program and coordinate
interventions across the district. - Active
member of the Executive Committee to set overall policies and priorities
for the organization - Design,
in collaboration with DCMO, strategies and interventions that responds to
district level specific health system strengthening priorities. - Budget
holder for district level health system strengthening initiatives. - Identify
areas and contribution needed from IMB to support accreditation efforts at
district hospital and health center level - Meets
regularly with and helps coordinate our communications with donors

Management
Management
- Provide
leadership to district based clinical staff; providing them with sound
direction to foster performance to the required standards to deliver the
results. - Ensure
performance management by carrying out performance planning and appraisal
reviews for all staff under direct supervision of the Senior Clinical
Liaison officer ; - Collaborate
with HR & Department of Mentorship and Training in identifying
capacity gaps/training needs assessments of district clinical staff and
ensure their capacity is improved.
Requirements
- Kinyarwanda,
English and French proficiency required - Medical
doctor with at least 2 years of post-graduate clinical experience - Ability
to work independently and take initiative, work cooperatively with a
diverse team, and commitment to learning and improving finance and
managerial skills - Highly
responsive via e-mail and phone - Strong
communication, writing and presentation skills - Proven
ability to exercise good judgment and diplomacy - Ability
to work under pressure, handle multiple assignments, prioritize work flow,
adapt to fluctuating workload, and meet deadlines. - Computer
skills in word processing and spreadsheet programs including Microsoft
Office Excel and PowerPoint - Proven
