CAMPS IN RWANDA.

Background
and Rationale
Summary
Plan
International Rwanda is seeking to hire an experienced consultant to conduct
Nutrition and Livelihoods baseline Survey in Mahama camp and a Gender and Age
situation analysis for the 5 DRC refugee camps as well as Mahama camp in Rwanda.
The gender and age gap situational analysis includes an understanding on
women’s, men’s, girls and boys nutritional requirements, feeding practices and
access to nutrition services. The findings from the study will be used while
selecting the beneficiaries as well as key messages to be developed.
The
Consultant will be recruited by Plan International Rwanda, Country Office and
he/she will be under Plan International Rwanda supervision. The assessment is
expected to take place between September 2017 and October 2017. For the
Baseline survey in Mahama camp,
a special emphasis will be placed on the
critical ‘1000 days’ period in childhood development from conception to 2 years
of age and livelihood situation; For the gender and age situation analysis,
a special emphasis will be on understanding women’s, men’s, girls and boys
nutritional requirements, feeding practices and access to nutrition services in
different groups of age (for example: Teenagers, youth, adults and elders).
Plan
International Rwanda is inviting interested Individual Consultant (s) or
Consultancy firm(s) to submit their expressions of interest to conduct the
project baseline survey in Mahama camp and Gender & Age situational
analysis in both 5 Congolese camps (namely Gihembe, Kigeme, Kiziba, Mugombwa
and Nyabiheke) and Burundian camp (Mahama).
Background
and rationale
Plan
International Rwanda opened in January 2007 and is currently working in the
Eastern and Southern Provinces of Rwanda in the districts of Gatsibo, Kayonza,
Rwamagana, Bugesera, and Nyaruguru and in all districts hosting 6 refugee
camps. The Plan International Rwanda Country Office is located in Kagugu
Sector, Gasabo District of Kigali City.
Plan
International Rwanda main objective is to improve the quality of life of children,
their families as well as their communities through community participation.
Its program interventions focus on child poverty alleviation in the domains of
education, health and nutrition, water and sanitation, household economic
security and child protection.
In
a bid to contribute to achieving the above mission and strengthen the nutrition
education and counselling interventions in the six refugee camps with a focus
on improving nutrition-related practices and hygiene behaviors among target
populations, Plan International Rwanda signed a partnership agreement with
American Refugee Committee to implement together this action.
Rwanda
is home to a total of 168,184 refugees including asylum seekers from the
Democratic Republic of Congo (DRC) and Burundi. The majority of Congolese
refugees arrived in Rwanda in 1995-1996 after fleeing conflict in the Eastern
DRC, while a further 30,000 escaped from increasing insecurity during 2012 and
2013. Burundian refugees arrived in Rwanda since April 2015 following violent
political protests and mounting insecurity in the country. Refugees in Rwanda
face a hazardous food security situation as a result of their limited
livelihood opportunities, notably their lack of access to land for cultivation,
and are therefore reliant on WFP food assistance to meet their food and
nutrition needs.
In
response to increasing the impact of nutrition education, WFP entered into
collaboration with Plan International Rwanda to implement a nutrition education
and counselling support program in Congolese refugee camps since December 2014,
and based on tangible results of this program, two parties agreed to extend the
program to Burundian camp (Mahama).
With
this agreement, Plan International Rwanda contribute to the alleviation of
challenges associated to the implementation of nutrition program in the camps
as revealed by a UNHCR/WFP Joint Assessment Mission carried out in early
2014  in the 5 Congolese refugee camps in Rwanda.
The
first phase of Nutrition Education and Counselling program was for 6 months
(from December 2014 – May 2015) and primarily focused on undertaking a baseline
study to inform status of nutrition indicators in the camps and develop
activities for phase II of the project that started in September 2015 until
March 31st 2017. Some key lessons learnt from endline survey
commissioned by Plan International Rwanda in March 2017 are:
Changing
nutrition behavior is a long term process as dietary preferences and patterns
are an outcome of life long cultural traditions, as well as an outcome of
accessibility and availability of foods. In addition, existing of gender norms
and values are also part of this outcome.
It
is important for a nutrition program to define and identify households regarded
as “most at risk” of undernutrition, and provide support, in line with the
needs.
Education
and life status are interlinked with women’s decision-making power in the
household and community with gender norms intersecting across the board.
An
effective nutrition education program must incorporate methods to encourage
behavior change at individual, family and community level focusing equally on
male and female populations.
Project
Goal
To
improve the nutritional status of female, adolescent boys and girls refugee
children under 5 in the six selected refugee camps in Rwanda by 2018.
Specific
Objective 1:

To Increase the knowledge and capacity of vulnerable refugees communities to
adopt and maintain healthy and nutrient-rich diet (66,000 women, 60,000men)

To enable families with malnourished children (girls and boys) restore and
maintain healthy nutritious diet as well as prevent malnutrition within the
refugee community (66,000 women, 60,000men)

To increase access to available sources of income and food diversification
among refugees (12,000 beneficiaries (2,000 households with an average of five
per household).

to strengthen the coordination, monitoring, knowledge sharing and reporting
mechanism of the overall project with relevant stakeholders
The
Objectives of Project Baseline Survey for Mahama camp and questions
Objectives
To
assess the current understanding and practices related to nutrition of children
(both girls and boys) under 2 years in Mahama refugee camp;
To
assess the  actual nutritional status of children under 2 years and
pregnant and lactating mothers for effective learning and program quality in
Mahama refugee camp;

assess the level of knowledge of CHWs, Health care staff and parents about
nutrition for children below 2 years old, Pregnant and lactating mothers
(including adolescent mothers) in Mahama refugee camp;

assess the nutritional issues among children below the age of 2 years old
within 120 households in Mahama Camp;

the types of income generating activities mostly attracting refugees especially
women and girls and that can contribute more on food security and

The
objectives of gender and age gap situation analysis for the Mahama and 5
Congolese refugee camps and relevant questions
It
was noticed that gender inequality remains a big challenges in fighting
malnutrition issues and engaging women in decision making on the use and
allocation of household resources. In addition, nutrition gender budgeting at
household level is not happening at the family level yet it is key when decisions
are being made. Put the aspect of age here The consultant will conduct a gender
and age gap situational analysis which includes an understanding on women’s,
men’s, girls and boys nutritional requirements, feeding practices and access to
nutrition services, decision making ability, in each category of age. The
objectives of this assessment are:

To
get information on the understanding on adolescent girls and boys, youth girls’
and boys’, adult male and female, and elders nutritional requirements, feeding
practices and access to nutrition services and their impact on nutrition status
in all 6 refugee camps;

and gender and age gap assessment Methods and Stakeholders
Methodology
and location for the baseline
The
baseline will be conducted in Mahama refugee Camp located in Kirehe district.
A
survey questionnaire will be developed and each questionnaire will likely take
between 30-45 minutes to administer to each respondents (women, men, girls and
boys in each category of age).Additional sampling quotas will be outlined with
the Consultant and agreed with Plan International Rwanda and partner team.
Data
entry will be carried out using Epidata/SPSS or Excel (data entry templates to
be provided by the Consultant). Data analysis will be also carried out by the
Consultant.
Methodology
and location of the gender and age situation analysis (6 camps)
 The
exercise will be carried out in the 6 refugee camps namely Gihembe camp located
in Gicumbi district; Kiziba camp in Karongi district; Kigeme camp in Nyamagabe
district; Nyabiheke camp in Gatsibo district; Mugombwa camp in Gisagara
District; and Mahama camp in Kirehe District.  The study will focus on
Gender and age analysis including decision making.
A
survey questionnaire will be developed and each survey will likely take between
30-45 minutes to administer to each respondents (women, men, girls and boys in
each group of age (adolescents, youth, adults, and elders)).  Additional
sampling quotas will be outlined with the Consultant and agreed with Plan
International Rwanda and partner team.
Data
entry will be carried out using Epidata/SPSS or Excel (data entry templates to
be provided by the Consultant). Data analysis will be also carried out by the
Consultant.
Determination
of sample size for both baseline and gender and age situational assessment
The
baseline study will identify samples that enable the project to track key
changes and effects amongst target groups from the baseline stage and at future
points in time throughout the life of the project.
To
ensure consistency and comparability across refugee camps, the baseline survey
and gender and age situational analysis will be coordinated by one consultant
hired by Plan International Rwanda.  He/she will be responsible for the
final reports.
The
Consultant will provide detailed methodological guidance including data
collection tools to be used in Mahama refugee camp for baseline and those to be
used for gender and age situational analysis in other camps.  Tools
require adaptation and translation to reflect the local context and
implementing strategies in each country. It is the responsibility of the
consultant to propose methodological adaptations compatible with the local
context in discussion with Plan International Rwanda team. The consultant will
also have to translate all the tools that will be used for the work and ensure
their consistent application across all the communities. Translation must be of
the highest standard and double and blind translation is strongly recommended.
The
detailed methodology and work plan will be discussed, refined and confirmed by
the Consultant and Plan International Rwanda, but as a minimum requirement will
include the following quantitative and qualitative aspects:
5.4
Qualitative Sampling and Tools for the baseline and Gender and age situational
analysis
For
qualitative aspect we must take into account visiting refugee communities that
represent the social, cultural, geographical, etc. variation in the targeted
areas as a whole. Of course, we cannot visit every community, even though they
are all of course unique. It is normally good practice to, at a minimum, visit
at least one community per intervention refugee camps to conduct qualitative
research. In addition to that we consider the variety of interventions groups /
clusters who may have unique experiences that are important to capture.
Therefore, conversations between the Consultant and Plan International Rwanda
will be important in order to decide upon which communities can be visited both
in terms of capturing variation and also in terms of logistics.
Qualitative

5.5.1
Qualitative sampling targets for the baseline
Five
(5) communities across all 6 refugee camps will be visited for qualitative
assessment whereby the following events will occur in each community with
identified participants:

FGDs should be age and gender disaggregated. The FGD and KII guidelines will be
written by the Consultant in English and can be approved by Plan International
Rwanda.
For
key informant interviews, purposive sampling will be used so that
 Consultant will speak to informants who we know have insider information
on the situation, though field teams will be encouraged to allow 
additional interviews with new persons they meet and whom they believe to be
relevant to this research.
Qualitative
sampling targets for the Gender and age situational analysis
Six
(6) communities across all 6 refugee camps will be visited for qualitative
assessment whereby the following events will occur in each community with
identified participants:

Quantitative Sampling target and Tools for the baseline and gender & age
situational analysis
The
tools will be provided in English by the Consultant. The refugee camp survey
tool should be translated by the Consultant, who will be responsible for
managing data collection, enumerators to conduct the survey and ensure quality
standards are met.
5.6.1
Quantitative Sampling target for the baseline
The
baseline is part of a longitudinal evaluation plan, meaning that the same
groups of individuals will be interviewed at each wave of the evaluation in
order to see how they have changed over time in addition to being able to see
how the beneficiary group(s) as a whole has/have changed over time. The
baseline will ensure the interventions in each camp targets the following
participants:
At
least 30 CHWs (15 CHWs per each camp site) with at least 50% men and 50%
women);

Findings
discussion methodology
After
submission of the draft report, Plan international Rwanda team will share the
report with all relevant people for review and inputs and get back to the
consultant latest after five working days. Thereafter, a validation workshop
will be organized by Plan international and the consulting team to present the
findings to stakeholders and provide final comments prior to submission of the
final report to Plan International Rwanda by the consultant. The consultant
will be provided two days after the workshop to integrate all comments and
feedback that will be provided by participants and final submission of the
report.
Baseline
and gender & age situation analysis Use and intended audience of the report
These
survey intends to:
Provide
summarized, accessible gender sensitive information on nutritional initiatives
in camps;
Provide
project staff with detailed evidence to initiate discussions with duty-bearers
at the local level and to feed into Plan and partners gender sensitive advocacy
activities at both community, national and international levels
Provide
the staff with the information to refine the project intervention as necessary
Provide
the staff with project key performance indicators
Provide
detailed information on root causes of malnutrition from different categories
that will help in developing key necessary messages to deliver to different
group of age.
The
data collected and analyzed will also be included in the Project periodic
Report, will be used for internal and external discussions by Plan
international Canada, to inform the project new Phase planning and will use
data for Plan International Rwanda program leadership team. The baseline report
will be used also by government institutions like MIDIMAR, MINEDUC; MIGEPROF
and MOH; UN agencies such as UNCHR, WFP and UNICEF to improve on their programming
in and out of the camps.
Roles
and Responsibilities
Plan
International Rwanda
The
Project Manager will oversee the Survey for timely and quality support to the
Consultant/consultancy firm. Plan International Rwanda will also facilitate the
Consultant with introductory contacts to the refugee camps whereby the baseline
will be conducted. 
The
Consultant/Consultancy firm
The
Consultant will refine the assessment guiding questions related to the
objectives as well as the methodology according to Plan International Rwanda
research policy and standards.  S/He will conduct FGDs and KII (including
note taking and observations) according to baseline guidelines, analyze and
write reports of FGDs and produce a summary qualitative country report
triangulating the sex- and age- disaggregated quantitative data analysis with
the qualitative data obtained.
Furthermore,
he/she will ensure the recruitment of a suitable number of female and male
enumerators to collect and enter both the quantitative and qualitative data.
S/He will be responsible for ensuring the quality and timely delivery of all
outputs below, and for ensuring Plan International Rwanda’s Child Protection
policy is adhered to at all time by all his/her staff.
8.
Expected outputs/ Key deliverables
The
  Consultant shall submit the following reports:
An
inception report

upon selection and signing of the contractual agreement: the inception report
will include a detailed work plan and specification of the instruments prepared
by the Consultant and tools to be used for the baseline survey, and for Gender
and age situation analysis including the sampling framework. This will be
submitted in seven (7) calendar days after signing of the consultancy
agreement.  The inception report shall be presented to the core committee/team
at CO and approved by the PSM.
Draft
report and feedback
upon
collection, analysis and interpretation of sex- and age- disaggregated
qualitative and quantitative data. This will be submitted not more than thirty
(30) calendar days after signing of the consultancy agreement. The draft final
reports (two separate reports; one for baseline survey, another for gender and
age situation analysis) will be submitted to Plan International Rwanda relevant
staff and key stakeholders for feedback. The consultant shall present the 2
separate draft reports to Plan staff and partners for validation. Relevant
comments and suggestions generated during this workshop will be incorporated
into the final version of the report. The validation workshop shall be organised
a week after submission of the draft report.
A
comprehensive final repor
t of maximum 50 pages for Mahama
baseline survey and maximum of 80 pages for gender and age situation analysis
in all 6 camps (hard copy & electronic copy in English) upon review,
validation and acceptance by Plan International Rwanda CO relevant staff &
key stakeholders. The final report shall be submitted not later than 5 days
after the validation workshop.

The
Baseline is expected to be carried out from 25th September 2017 to
21st November 2017 (42 working days). The Consultant will be the one
to recruit the data enumerators and will cover all corresponding costs

Ethical
and Child protection requirements
In
addition to informing the project’s monitoring framework and the project
management cycle, the baseline and gender & age situation analysis process
will take into account ethical and child protection requirements. The
Consultant will be responsible for managing the enumerators and ensuring their
compliance with all the guidance and appropriate procedures for data gathering,
entering, and obtaining consent with regard to the child protection
standards/policy. The Consultant and affiliated staff must also sign Plan’s
Child Protection Policy and UNHCR’s Code of Conduct.

Interested
bidders are required to clearly indicate the person who will be leading this
Baseline study, hereby known as the Consultant and also detail the specific
