Advocacy Strategies of Public Policy Information and Advocacy Project (PPIMA)
Background
The
Norwegian People’s Aid (NPA) is an international NGO, founded in Norway in 1939
as the labour movement’s humanitarian solidarity organization. NPA’s goal is
centered on human worth and equal rights for all, irre

spective of sex,
disability, ethnicity, religion, age, sexual preference or social status. NPA
strives globally to promote the values of solidarity, unity, equality, human
rights and democracy

PPIMA
project is in its third phase of implementation, while it is building on the
experiences of the first and second phase (PPIMA I and II), there is a
realization that a strong advocacy strategy is critical to maximize the
project’s objectives and advance CSO contribution in the development processes of
Rwanda. Advocacy is important to bring about change at the national and local
level to influence behavioral change of citizens and their leaders. A generic
advocacy strategy has been developed by the programme and currently NPA is
seeking technical assistance to support 15 civil society partners in
development of their own advocacy strategies.  All partners are
experienced in advocacy (either at District or National levels, or both), and
the intention of the support is to assist the formulation of their activities
into clear strategies. 
Objectives
of the Assignment
The
overall objective of the consultancy will be to assist partner organizations
develop their own “Advocacy Strategy”. The consultant will be expected to work
with the PPIMA team to guide partners to develop a two year advocacy strategy
including indicators and measurement tools. The consultant will be responsible
for the following tasks:
  1. Review
    current programme Advocacy Strategy and other PPIMA docs (3 days)
  2. Facilitate
    workshops with the PPIMA coordination team (staff) to identify priority
    advocacy areas over the next 2 years
  3. Coordinate
    with all implementing PPIMA partners to understand the different
    components of the project and how they can develop advocacy tools that
    encompass the project objectives ( in a one day workshop)
  4. Facilitate
    PPIMA team to reach common vision on content and purpose of partner
    advocacy strategies and together prepare for facilitation of partners
    advocacy strategies (2 days)
  5. 1
    month after partners have drafted their advocacy strategies as a result of
    the workshop, consultant and NPA staff members to conduct a support visit
    to each of the (15) partners to review their draft strategies and provide
    feedback (8 days)
Duration
of task completion
The
assignment is estimated to take 16 working days (will be discussed in relation
to the amount of work).
Key
deliverables
The
consultant will work closely with NPA and the CSO partners. All deliverables
will be submitted to NPA on the dates agreed during the inception meeting.
The
assignment report will be reviewed by the NPA team and is to be submitted in
soft copy while the final product will be submitted in hard and soft copies.
The
consultant should submit the following key deliverables:
  • Inception
    report outlining details of work plan and a clear methodology and
    assignment delivery
  • Schedule
    of workshop and session plan
  • Report
    on the assignment undertaken
Qualification
and other requirements
  • Master’s
    degree in law, social sciences, development studies or other relevant
    discipline;
  • Minimum
    5 years hands on experience in carrying out similar assignments,
    assessments, review and evaluation of public policies, human rights or
    rights-based projects; 
  • Good
    knowledge of Rwanda’s policy framework;
  • Knowledge
    and experience using advocacy tools, qualitative and quantitative
    methodologies and knowledge of policy formulation and processes.
