1.
Introduction
International
Alert is a 30-year old independent and interna

tional peacebuilding organization
with headquarters in London and works with people who are directly affected by
violent conflict to improve their living. We have been operating in Rwanda
since 1996, strengthening reconciliation, reintegration and conflict management
among people affected by conflicts and genocide against the Tutsi in the
country.

International
Alert has secured funding from USAID Rwanda to implement the CMM-Duhuze
(‘Connect”) project
in 7 districts in Rwanda. The project will be
implemented in partnership with ARCT Ruhuka, AJPRODHO and National Unity and
reconciliation commission (NURC).

The
overall objective of the project is to contribute to the consolidation of a
peaceful and inclusive Rwandan society through enhanced citizens’ participation
and ownership of reconciliation processes as well as responsive policies and
programs. The project will work towards supporting societal healing by enabling
Rwandans to effectively manage individual and collective wounds and
differences, improve trust and cooperation, and celebrate their diversities.
International
Alert is calling for expressions of interest to undertake a baseline study for
the project.
2.
Goals and Objectives of the Baseline Study
The
Duhuze project is in its inception phase. As part of the development of the
M&E framework for the project, the baseline study will determine quantitatively
and qualitatively
the current situation in relation to the main elements of
the project amongst the target beneficiaries. It will establish the baseline
for the project´s key indicators and constitute the basis to measure the
project performance, and will also be used as an evidence-based lobbying and
advocacy tool throughout the project.
3.
Methodology
In
responding to this call for expressions of interest, the consultant is expected
to submit a comprehensive technical proposal detailing:
  • Detailed
    Methods, and Techniques
  • Sampling
    Framework
  • Data
    collection tools
  • Baseline
    study work plan
  • Key
    questions the consultant will use to ensure the survey meets the key
    project outcomes
  • Description
    of how data will be collected, cleaned, analysed and used/disseminated
    with the project team
The
methodology proposed by the consultant will be discussed and validated with the
Duhuze project team, Senior M&E Officer and partners before data collection
begins.
The
consultant is expected to use a variety of methods for the data collection:
Qualitative
methods:
including
document review, direct observation, group discussions, and key informant
interviews. The evaluator is expected to develop interview guides with key
questions to be addressed during the discussions. These will be discussed and
greed with the project team, as will the list of proposed people for interview.
Quantitative
Methods:
through
a quantitative survey to determine baseline figures and test target values for
quantitative indicators. As part of the technical proposal, the consultant will
explain the sampling method to be used and the steps they will take to ensure
the sample selected is representative.
The
technical proposal should describe the practical steps and methods that will be
employed throughout all stages of the design, data collection and data analysis
of the baseline to ensure that different gender perspectives are taken
into account.

The
methodology will follow the following steps:
Step
1: Preparatory phase
:
Key documents of the project will be submitted to the consultant and together
with the project team the consultant shall draft questionnaires for the
quantitative surveys (for different target groups), interviews and focus groups
discussions, which incorporate the different indicators and questions. The
consultant will:
  • Meet
    with Project Manager and relevant other staff for initial briefing and
    discussion of TOR
  • Do
    a desk review of all documentation (proposal, logframe, theory of change
    etc.)
  • Write
    inception report and workplan for the baseline, and discuss schedule with
    Project Manager.
  • Finalise
    the methodology of the baseline study, the sample size, the interview
    guides for focus group discussions, and targets for key informant
    interviews
  • Review
    data collection instruments, including questionnaires and all data entry
    processes, and qualitative tools adapted for different target groups as
    appropriate
  • Develop
    context specific research ethics and appropriate response mechanisms
  • Ensure
    all tools are translated into other language(s)
  • Review/revise
    sampling strategy and draw up detailed list of sampling points and ensure
    agreed sampling strategy is adhered to
Step
2: Field work
:
Field work will be undertaken in 1260 communities from 21 sectors to be
selected from 7 focal districts including: Huye (3 Sectors) and Nyamagabe (3
Sectors) in South Province, Ngororero (3 Sectors) and Rubavu (3 Sectors) in the
West Province, Gatsibo (3 Sectors) in the East Province, Musanze (3 Sectors) in
the North Province, and Gasabo (3 Sectors) in Kigali City.
During
the field work, and with the support of the project team, the consultant will:
  • Coordinate
    the recruitment (if additional research assistants required) and train
    data collectors in quantitative and qualitative methods
  • Provide
    training to enumerators and project staff on research ethics and data
    collection techniques and practices appropriate to the subject
  • Work
    with Alert in arranging transport, accommodation & food for the
    research team. Contact community leaders and community members to be
    invited to participate in the research.
  • Field
    test the questionnaire
  • Ensure
    quality control processes are in place and provide on-going technical
    support for the duration of the data collection process and ensure the
    on-going coordination and management of all data collection
  • Ensure
    the responses to each survey are properly recorded and transcribed in a
    format agreed.
  • Ensure
    all required data as described in the schedule and training is collected
    during fieldwork phase
  • Provide
    regular updates on the data collection exercise provided to International
    Alert, and recognise and give account of challenges/limitations in
    obtaining data and provide feedback from fieldwork activities to
    International Alert
Step
3: Data analysis
:
The consultant will, in collaboration with the data collection team and the project
team, conduct an objective analysis of the data collected to inform project
implementation and inform International Alert of the desired outcome of the
project from a beneficiary perspective. For the quantitative data entry and
analysis, the consultant will use SPSS.
Step
4: Draft report:
A
draft baseline report will be submitted 10 days after the completion of data
collection and International Alert will have a maximum of 2 weeks to review and
provide comments that the final report must take into consideration.
Step
5: Final report
The
final report will be written in English and will be maximum of 25-30 pages
(without the annexes). It must include the following sections:
  • Executive
    summary (max. 3 pages)
  • Introduction
  • Context
    (description of the project and the areas where it is implemented)
  • Objectives
    of the baseline study
  • Methodology
  • Analysis
    of the main results (per indicator)
  • An
    updated project monitoring and evaluation matrix with a summary of each
    indicator’s baseline data
  • Conclusions
    and recommendations
The
consultant will also give a verbal presentation of findings and recommendations
in workshop/meeting(s) with International Alert and its project partners.
Timeframe:
The
baseline study will take place during the month of October 2017. The consultant
will submit a work plan and specific dates will be agreed at the beginning of
the consultancy.
Logistical
Support:
International
Alert will provide preparatory and logistical assistance to the consultant(s)
and these include:
  • Background
    materials (Project Proposal/TOR, M&E framework etc.);
  • Preparation
    meeting with Country Director and key project personnel;
  • Identify
    interviewees and set up interviews;
  • Meeting
    arrangements with stakeholders and beneficiaries;
  • Review
    of the report
Baseline
Team:
The
Study team will consist of the external consultant, the senior M&E officer,
the project manager, the project field officers, and enumerators. The entire
process will be supervised by the Duhuze project manager.
4.
Requirements
The
study will be conducted by a competent research firm, consultants and or
individuals with a strong background in conducting research and evaluations in
in large development projects and have explicit knowledge of peace building and
unity and reconciliation process. International Alert is looking for a
consultant (s) or a consultancy firm with the following requirements:
  • MA
    University degree in (Project management, Development studies, Human
    rights, conflict resolution studies and or sociology,)
  • Proven
    experience in conducting quantitative and qualitative research, and
    specifically conducting baseline studies. (Candidates should provide at
    least two baseline evaluation reports produced)
  • Experience
    with quantitative data analysis software, or possibility to subcontract
    work
  • Excellent
    working knowledge of English (as all documentation will be written in
    English language).
  • Report
    writing skills
  • In-depth
    knowledge of the socio-cultural, economic and political context of Rwanda
  • Minimum
    5 years applied experience in research and Design Monitoring &
    Evaluation experience in conflict or development programs
  • Knowledge
    and experience of gender sensitive approaches, including conducting
    baseline studies on gender issues
 Terms
and Conditions of Solicitation
Consultants
who meet the requirements should submit a maximum of 10-15pages expression of
interest, which should include the following:
  • A
    suitability statement, including commitment to availability for the entire
    assignment
  • Updated
    curriculum vitae of the consultant(s) that clearly spells out
    qualifications and experience
  • A
    brief statement on the proposed study methodology, including a draft work
    plan
  • A
    financial proposal containing a proposed daily fee
  • 3
    references from organizations that have contracted the consultant proving
    ability to carry out a baseline
  • Two
    previous reports written by the consultant him/herself
NB: For purposes of
measuring societal healing, improved trust and cooperation, the consultant will
try to come up with proxy or sub indicators to enable the project to measure everyday
peace indicators in areas of intervention.
