Background
Oxfam
works in the Horn, East & Central Africa Region (HECA) and Rwanda is one of
the countries in this region. We work with local stakeholders to find lasting
solutions to the root causes which keep people in poverty. Our work includes
prevention and response to humanitarian crises; enabling women to claim their
social, economic and political rights; and supporting the improved resilience
of those with vulnerable livelihoods to climate change and other risks.
Oxfam
Rwanda programme developed its Country Strategy 2015 – 2020. Oxfam in Rwanda
has identified interventions which align with its mission – to ensure that poor
women, men and youth enjoy equal rights and benefit from fair and inclusive
development-. Based on a comprehensive analysis of the Rwandan context, Oxfam
delivers a combination of programme interventions and advocacy and influencing
activities to drive outcomes. Oxfam intervenes in three main sectors in Rwanda
namely: Participatory Governance, Sustainable Livelihoods and Gender Justice.
In
support of these programme, we are seeking to hire qualified and experienced
Rwandase nationals to fill up the following positons:
  1. Thematic
    Manager – Enterprise Development
The
Role
The
post holder will report to the Head of Programmes and oversee day-to-day
functioning of Enterprise Development, Access to Finance and Leveraging
innovation under one programme approach. You will support and work in tandem
for a high quality, high impact and effective and sustainable women’s rights
including Voice, Participation, Economic and Leadership through innovative
programme approaches/models that meet the needs of targeted poor people,
partners/enterprises and/or institutions, working with both internal and external
strategic stakeholders for effective programme coordination, convening,
facilitation and advocacy to ensure greater influence and scale of the
programme. You will build programme partnership and systems strengthening to
ensure effective project management, monitoring and reporting; build partners
relationships with a variety of stakeholders including Civil Society
Organisations, enterprises and donors including mobilising private sector
resources.  You will contribute to the design and implementation of
resource mobilization strategies intended to strengthen income and partnerships
to deliver the country strategy.  In addition, you will ensure compliance
(systems as well) with donor contract requirements and Oxfam internal
standards, policies and procedures.
The
Person
To
be successful in this role you must have a Bachelor’s Degree and Post-graduate
studies in any of the following relevant fields; Finance, Business and
Agriculture. Additional qualification in Business Administration is a
distinctive advantage.
 You
will have excellent Project Cycle and Partnership skills to coordinate Oxfam in
Rwanda Specified Projects and ensure the implementation of the
objectives.  Proven ability for developing, resourcing and leading budget,
multiple projects spanning numerous technical specialities like Business
Development, Gender Justice, Humanitarian Preparedness, Budget and Donor
Reporting is required.  Ability to facilitate Partnerships and build of
strong, credible relationships with international and local NGOs, government
associations, business leaders and communities is required.  You will have
excellent and demonstrated personal communication skills, in written and verbal
English, with high impact influencing and persuasive skills.
