Chemonics
seeks a chief of party for the USAID-funded Access to Justice Request for
Task Order Proposal (RFTOP) in Rwanda under the Rule of Law (ROL) IQC. This
three-year program will increase access to justice and enhance the rule of law
in Rwanda. The activity aims to improve judicial effectiveness in both formal
court mechanisms and community justice institutions (known as “Abunzi”) and
enhance public understanding of judicial system processes an

d legal rights.
This is a full-time position based in Kigali, Rwanda. We are looking for
individuals who have a passion for making a difference in the lives of people
around the world.

Responsibilities
include:
  • Provide
    overall leadership, management, and technical direction to the program
    to maintain an integrated, unified vision across different
    components and actors and a focus on achieving results
  • Identify
    issues and risks related to program implementation in a timely manner,
    suggest appropriate program adjustments, and offer solutions in a complex
    development environment
  • Serve
    as the key liaison with USAID/Rwanda, the Rwandan government, and all
    other counterparts and implementing organizations involved with the rule
    of law
  • Ensure
    that all assistance is technically sound and appropriate, and direct
    the implementation of the activity’s strategic long-term vision
  • Supervise
    technical and administrative staff
  • Oversee
    work planning, performance management, and strategic communications
Qualifications:
  • Advanced
    degree (or foreign equivalent) in government, law, international
    development, or a related field
  • Minimum of
    15 years of combined experience in the rule of law sector and
    implementing USAID or other donor-funded development assistance programs
  • Demonstrated
    legal expertise
  • Understanding
    of legal systems in sub-Saharan Africa; prior legal experience
    in Rwanda preferred
  • Experience building
    the capacity of local partners
  • Experience
    managing implementing partner activities
  • Adaptability
    and advocacy skills
  • Ability
    to address factors that affect access to justice for vulnerable
    populations and women
  • Demonstrated
    leadership, versatility, and integrity
  • Fluency
    in English required; fluency in French or Kinyarwanda preferred
