successful bidder will sign a 2 years contract with British High Commission
Kigali with a possibility of renewal.

- REQUIREMENTS
FOR THE BIDDER
In
order to qualify for the tender the bidder should fulfill the following
requirements:

- Being
a professional in clearing services to international standards. - Having
undertaken similar service previously with proof documents/references. - Having
competent and skilled personnel in this particular field - Having
been registered in RDB as a professional in clearing and forwarding. - Be
aware and updated with RRA law with regards to Clearing Services - Be
aware of how MFA works in order to get exemptions - Being
ready to accept payment by Master Card as mean of payment - Certificate
of ADR (Association des Agences en Douane au Rwanda) - License
by RURA for goods Transport Authorization - To
have a physical address

- SUBMISSION
DEADLINE: - Bidders
are requested to submit their bids not later than Friday 05th October
2018 at 12 noon. - Expression
of interest should clearly be marked “Bid document : ‘’CLEARING
SERVICES FOR MOTOR VEHICLES” and Sealed envelopes
delivered in the tender box at the British High Commission Kigali,
Kacyiru, Boulevard de L’Umuganda road, opposite Umubano Hotel during
working hours: 8:00- 17:00; deadline is Friday 05th October
2018 and late submissions will be rejected.
THE
BRITISH HIGH COMMISSION RESERVES THE RIGHT TO REJECT OR CANCEL ANY OR ALL BIDS,
TO WAIVE ANY FORMALITY THEREIN, AND TO ACCEPT BIDS AS MAY BE CONSIDERED MOST
ADVANTAGEOUS TO THE BHC.

The
scope of work to be performed:

- The
Clearing company should ensure professional customs clearance services for
the vehicles for British High Commission and Diplomats - The
clearing company should handle the process of getting new number plates;
de-registration of a plate; facilitate sale agreement of vehicles
for diplomat and provide professional advice at each state of
the process, and facilitate and speed up transfer of
ownership. - The
clearing company is expected to give update to Logistics Officer on a
daily basis or directly the staff when in case it is a personal vehicle
for a diplomat; - The
Clearing Company should liaise with BHC and MFA in case of any document is
needed such as ‘’Lettre de Garantie’’. - The
Clearing company shall ensure all the process are done one time as quick
as possible- shall avoid at any time payment of penalties/fine due. - The
diplomatic rates will apply to BHC and DFID diplomats
