The Ministry of Finance and Economic Planning (MINECOFIN) was formed in March 1997 from the joining of the Ministry of Finance and the Ministry of Planning. This was done in order to improve the co-ordination between the functions of finance and planning. In the ministerial re-structuring of February 1999, the Ministry took on the function of development cooperation from the Ministry of Foreign Affairs.

The Ministry of Finance and Economic Planning (hereinafter called ‘’Client”) has received funds from the Government of Rwanda (GoR), budget 2019-2020 towards the cost of the following tender: Provision of Electronic Data Recovery Service. The Ministry of Finance and Economic Planning (MINECOFIN) invites qualified companies to submit bids for the above-mentioned tenders as indicated in detail in the statement of Requirements.
The Request for proposal may be obtained from the E-Procurement system for Rwanda (www.umucyo.gov.rw) free of charge. For submission of their bids, all interested bidders must pay a non-refundable fee of ten thousand (10,000) Rwandan francs to the accounts of Rwanda Revenue opened at any commercial bank.
All bids will be submitted online using the E-Procurement system as mentioned above before 01/06/2020 at 14:30 am local time. Late bids will not be accepted by the system. Bids will be opened automatically by the E-Procurement system on the same day at 15:00pm, local time.
The bids shall remain valid for a period of 120 days starting from the submission deadline above mentioned. All interested s bidders may obtain some complementary information by writing using the E-Procurement system not later than seven days before the fixed deadline for the submission of bids
