Ministry of Agriculture Tree Crop Specialist Job Vacancy in Liberia

The GoL requested the International Fund for Agricultural Development (IFAD) to contribute to the Liberia Agriculture Sector Investment Program (LASIP), particularly Program 1: Food and nutrition Security, Sub-Program 3: Smallholder Tree Crops and Agro-forestry Development. The Executive Board of IFAD approved the “Smallholder Tree Crop Revitalization Support Project (STCRSP) in December 2011. The project will enable Liberia to take advantage of the positive international market trends on demand and prices
for cocoa and coffee. The project will focus on both production and marketing in an inclusive manner through a value-chain and market-oriented approach. STCRSP will foster production of high quality produce and will support smallholder farmers in linking with the market in order to receive higher price for their produce, increase their income and improve their livelihoods. The STCRSP will be implemented over 5 years. The total cost of the project is USD24.26 million.

STCRSP specific objectives are: (i) increase the quantity sold and price received by poor farmers for cocoa and coffee by rehabilitating plantations, (ii) improving access to markets through rural roads rehabilitation and maintenance system development; and (iii) strengthening MOA and/or private extension services as well as Farmers Based Organizations.

JOB DESCRIPTION:
• Work closely with the Agri-business Specialist to in coordination and supervision of the Component 1, especially the agronomic aspects of the cocoa /coffee revitalization project;
• Liaise with the Agri-business Officer and with any other stakeholder such as seed companies, agro-dealers (distributors and sub distributors), equipment suppliers, cocoa/coffee buyers, and cocoa/coffee exporters;
• Contribute to the Design of the overall distribution scheme of improved planting material and tools;
• Supervise and coordinate the distribution scheme of improved planting material and tools;
• Work with the service providers and NGOs in charge of implementing the activity;
• Facilitate the promotion and dissemination of sustainable agricultural practices through the FFS approach;
• Contribute to the drafting of periodic project progress reports;
• Contribute to the annual work plan and budget for component 1;
• Work in close collaboration with the PMU staff;
• Undertake other activities as requested by the Project Coordinator of STCRSP, Director of the PMU and the Minister of Agriculture.

JOB REQUIREMENT:
• Masters or higher level university degree in Agronomy or closely related discipline and should also possess an undergraduate degree General Agriculture from recognized universities;
• Minimum of 5 years post-qualification experience including at least 2 years in implementation of agricultural productivity enhancement projects, especially related to tree crops;
• Knowledge in participatory approaches, gender mainstreaming and Farmers ‘Field School approach will be appreciated;
• Proven record in the field of project implementation of productivity enhancement projects; and
• Good writing skills and computer literacy will be an advantage.
