The Office of Internal Oversight Services (OIOS) is an independent office reporting to the Secretary-General and the General Assembly. The Investigations Division (ID) follows up on reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources or abuse of authority.
The position is located in the United Nations Operation in Liberia (UNMIL) unit of the OIOS/ID. The incumbent will be stationed in Monrovia, but report to the Chief of Section at the Nairobi Regional Office of OIOS/ID.
Responsibilities
The incumbent will:
• plan, organize, conduct and manage investigations of cases of alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, or violations of the Organization’s rules and regulations and administrative instructions;
• lead teams of investigators and coordinate investigative activities of team members;
• define the parameters and timetable of the investigation;
• decide on the investigative tools to be employed, gather evidence;
• prepare testimony for tribunals, obtain and review pertinent documentation;
• conduct interviews and take statements;
• analyze facts, determine findings and formulate recommended corrective measure and related disciplinary and jurisdictional actions, draft reports and communications;
• work collaboratively with colleagues to achieve organizational goals in accordance with ID/OIOS standard operating procedures and in compliance with organizational regulations and rules;
• manage the financial resources and logistics of the unit.
• The successful candidate will be primarily working on matters involving peacekeeping operations from the OIOS/ID UNMIL unit.

• An understanding of public sector procedures and practices, knowledge and appreciation of public sector fraud and corruption issues is an advantage.

• proficiency in software applications used in administrative investigations is desirable.

Education
• First-level university degree in law, police studies or related fields.
• Formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) may be accepted in lieu of the first-level university degree.
• Advanced university degree (Master’s Degree or equivalent) is an advantage.
Work Experience
• A minimum of five years of progressively responsible experience in investigatory work.
• Experience with an international public organization is required.
• Experience in investigation management and administration is required.
• Experience with the United Nations is desirable.
Languages
• English and French are the working languages of the United Nations Secretariat.
• For the post advertised, fluency in English (both oral and written) is required.
• Knowledge of other official United Nations language is an advantage.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment and a competency-based interview.
Special Notice
This position is financed by the Support Account for Peacekeeping Operations . Extension of appointment will be subject to budgetary approval.
The appointment of external candidates will be limited to service in OIOS.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
