JOB DESCRIPTION:
The Finance Assistant is ultimately responsible for verifying, executing, analyzing and reporting on revenue, expenditures and other transactions related to grants and other funding to which he/she is assigned. The Finance Assistant will also help strengthen Tiyatien-wide financial controls and systems to ensure greater operational efficiency and effectiveness.

Start Date: Immediately
Length of commitment: 5 months with possible renewal, 3 month probation period to start.
Compensation: $680 USD/month
Report to: Finance Officer
Working Hours: Monday-Friday, 8:00am-5:00pm and Saturday 8:00am-1:00pm with some flexibility required during reporting periods.

Tasks & Responsibilities:
1. Prepare regular financial reports for the projects & grants to which he/she is assigned.

1. Keep track of all financial transactions relating to the projects & grants to which he/she is assigned by using excel program for updated financial electronic and manual workbooks.

1. Work with administrator and logistics officer to prepare procurement documents.

1. Establish & maintain a good filing system for all project financial documents

1. Ensure project weekly financial updates to the Admin/Financial Officer

1. Attend and participate in finance team meetings as requested.

1. Ensure full compliance with Tiyatien rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a financial resources management system.

1. Elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management.

1. Elaboration of proposals and implementation of cost saving and reduction strategies in consultations The Management.

1. Ensure administration of budgets and functioning of the optimal cost-recovery system.

1. Provide accounting and administrative support to the Admin/Finance Officer.

1. Prepare requisitions for payments and ensure proper follow-up for timely disbursement of funds.

1. Maintain proper control of the supporting documents for payments, review of financial reports for The Organization.

1. Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the computerized spreadsheet (e.g. MS Excel).

1. Take timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

1. Maintenance of the Accounts Receivables for the Pool Fund project and follow up with partners on contributions and payments.

1. Ensure proper cash management for The Organization.

1. Assist Admin/Finance Officer with timely and accurate preparation of the following:
a. bank reconciliation;
b. cash flow forecast for use by management staff;
c. review of cash position to ensure sufficient funds on hand for disbursements

1. Act as alternate cashier for cash disbursements made on site.

1. Organize financial management trainings for the operations and projects staff.

1. Synthesize lessons learned and best practices in Finance.

1. Assist the Admin/Finance Officer to strengthen institutional compliance among all Tiyatien activities with financial procedures related to recording transactions, charting accounts, authorizing financial transactions, requesting procurement and purchases, and preparation of financial reports.

1. Assist with the maintenance of books and recordkeeping for transactions related to The Organization, including:
a. project ledger;
b. cash receipts/disbursement ledger;
c. petty cash book;
d. payroll register;
e. employee/travel advances; and
f. security and other deposits.

1. Assist finance/administrative officer in assuring accounting system can segregate revenue and expenditures by funding source.

1. Ensure checks are approved in the proper manner.

1. Ensure the check signer reviews and initials the attached supporting documents

1. Strengthen system to track advances.

1. Assist Admin/Finance Officer with preparation and reconciliation of bank services for staff payroll.

1. Maintain password/username for internet bank accounts related to project.

1. Assist Finance/Administrative Officer to prepare report describing periodic analysis of actual versus budgeted expenses

1. Prepare documents for and cooperate with annual audits.

1. Assist with the development of a new, online financial system in collaboration with US Team and Project consultants.

1. Perform other tasks as required by the Program Manager, Program Coordinator and the Finance/Administrative Officer.
34. Adhere to the organization’s financial, behavior, and ethics policies.

JOB REQUIREMENT:
Qualifications:
1. University level education
2. At least one year experience preferable in relief/development work managing grants and different funding streams.
3. At least two years’ experience working in finance.
4. Excellent organizational skills with regard to administration and planning use of time effectively and efficiently
5. Extensive knowledge of standard accounting practices and budget management.
6. Flexibility and ability to handle multiple tasks at one time
7. System oriented- ability to design, implement and train
8. Strong communication, interpersonal diplomatic skill when in contact with staff and representative of other national and international organizations
9. Experience of training and/workshop facilitation in a multicultural setting an advantage
10. Must be able wok independently while a strong team player
11. Strong computer skills: must be competent in the use of MS window, MS Office Programs and email. Database experience and knowledge of financial software such as Quickbooks preferred.
