JOB DESCRIPTION:
The Logistics Officer is primarily responsible for supporting the implementation of all Tiyatien Health projects by ensuring the timely procurement of goods, the provision of transportation services and the safety and security of staff members and their operations. The Logistics Officer will work closely with program and administrative staff to ensure comprehensive reporting, support and assistance to all TH activities.

Start Date: Immediately
Length of commitment: 5months with possible renewal, 3 month probation period to start.
Compensation: $550 USD/month
Report to: Program Coordinator / Program Manager
Working Hours: Monday-Friday, 8:00am-5:00pm and Saturday 8:00am-1:00pm with some flexibility required.

Tasks & Responsibilities:

Logistics:
1. Responsible for the supervision and monitoring of all warehouse and stock movement activities consistent with Tiyatien procedures.
2. Prepare appropriate forms for procurement and disbursement of project and maintenance materials ensuring approval by Program Coordinator / Program Manager and Finance Team.
3. Work closely with local and Monrovia-based vendors to procure needed materials with particular attention to cost control, quality and timely delivery.
4. Ensure maximum availability and implementation of controls and monitoring mechanisms for all logistics assets such as vehicles, generators, computers and all other technical items using either petrol, diesel or kerosene to maximize efficiency and ensure regular maintenance
5. Responsible for overseeing and monitoring asset management and updating asset list to be updated as required
6. Prepare Stock Movement and Fleet reports, a site logistics report is to be produced on a monthly basis
7. Management of rehabilitation/maintenance activities at Tiyatien-supported facilities, including Martha Tubman Memorial Hospital and skills training center.
8. Ensure appropriate management of communications systems at the project site, including maintenance of HF, VHF and satellite communication
9. Ensure regular communications are maintained with the Program Coordinator, Program Manager and Finance/Administrative Officer
10. Maintain familiarity with relevant logistics compliance issues as required by policies of Tiyatien, donors, and legal statutes in order to ensure compliance.

Administration
1. Participate in project planning and the preparation of donor proposals and internal donor reports in collaboration with relevant staff.
2. Ensure that the Tiyatien standard logistics forms are consistently used and are completed accurately by the Tiyatien Health team.
3. Ensure appropriate filing (from Tiyatien) of all orders (national and international) to ensure accurate tracking and documentation for audit purposes
4. Ensure appropriate logistics filing systems (in Tiyatien) to include all equipment manuals, maintenance schedules and Tiyatien standard documentation.
5. Assist with the update and implementation of in-country manuals, training initiatives, and standardization of systems
6. Ensure appropriate management of all professional flight bookings (WFP and UN) in collaboration with relevant Monrovia based staff.
7. Participate in weekly progress meeting with Logistics staff from Tiyatien, the partner NGOs and CHT, and follow up with the action points agreed.
8. Improve the professional capacity of the Zwedru-based staff by providing regular in-service training on relevant logistics topics, as well as topic specific training sessions if needed.
9. Collaborate with Merlin Logistics Officer to assess the continuing training needs of the project site’s logistics and administrative staff (Tiyatien staff) and ensure training needs are appropriately met.

Safety & Security:
1. Ensure strict safety protocols are in place for all Tiyatien Health activities including, but not limited to, transportation and off-site activities.
2. Participation in the on-going monitoring of the security situation. Implementation of security measures according to Tiyatien security guidelines
3. In collaboration with the Program Manager, ensure field site security and security of all Tiyatien staff and assets as well as NGO partner staff and assets
4. Adhere to country/ county security guidelines
5. If necessary facilitate the evacuation of field based teams in collaboration with the Program Manager / Program Coordinator.

Other:
1. Oversee the Tiyatien residence/office compound to ensure a safe and comfortable work/living environment for staff members.
2. Any other duties that may be required or assigned by the Program Coordinator /Program Manager
3. Adhere to the organization’s financial, behavior, and ethics policies.

JOB REQUIREMENT:
Qualifications:
1. University level education
2. At least two years’ experience preferable in relief/development work with supervisory responsibilities in logistics/program management
3. Excellent organizational skills with regard to logistics and planning use of time effectively and efficiently
4. Flexibility and ability to handle multiple tasks at one time
5. System oriented- ability to design, implement and train
6. Strong communication, interpersonal diplomatic skill when in contact with staff and representative of other national and international organizations
7. Experience of training and/workshop facilitation in a multicultural setting an advantage
8. Must be able wok independently while a strong team player
9. Strong computer skills: must be competent in the use of MS window, MS Office Programs and email. Database experience and knowledge of financial software such as Quickbooks preferred.
