Founded by survivors of Liberia’s civil war, Tiyatien Health (TH) is an innovative Liberia-based
non-governmental organization partnering with rural communities and the Liberian
Government to advance health care and the fundamental rights of the poor. Through services,
research, advocacy, and training, we are working to improve access to HIV and mental health
treatment, care, and support; build models that deliver primary health care fairly and for all;
and bolster social justice in rural Liberia – one of Africa’s poorest war-torn countries. TH is led

In 2010-2011, TH initiated five new partnerships, resulting in a 10-fold growth in revenues, a
doubling in both U.S.-based and Liberian staff members, and new national- and county-level
responsibilities in the program areas of HIV and mental health. Despite this striking growth, TH
remains committed to operating lean, effective, and high impact programs that advance its core
mission of accompanying the Liberian Government and delivering justice in health to the rural
poor. This is a critical period for TH as the organization responds to significant internal growth
while seeking to support Liberia’s efforts to rebuild its shattered health system and
accommodate a massive influx of refugees from neighboring Ivory Coast.
JOB DESCRIPTION:
The National Health Policy Advisor will represent Tiyatien in its efforts to support the Liberian
Government in the development and implementation of the 2011-2021 National Health Policy
and Plan. Since 2007, Tiyatien has provided policy support to the Liberian Ministry of Health’s
National AIDS Control Program, National Tuberculosis Program and the National Mental
Health Policy Committee. Tiyatien has served as a primary national NGO representative to the
Steering Committee drafting Liberia’s 2011-2021 National Health Plan. This position will
include elements of advocacy, writing, workshop facilitation and coordination, and donor
relations. The policy advisor will liaise with program staff, ensuring efficient communication
among the service, research, advocacy and training divisions.
Primary Responsibilities:
• Lead the coordination and implementation of TH’s advocacy agenda in community
health, health services provision and rural health systems strengthening
• Lead preparation of all position briefs to advice policy initiatives
• Communicate regularly with TH staff, including operations, programs, and
administrative teams; facilitate communication between these teams to ensure efficient
implementation of advocacy activities
• Support the Program Coordinator in managing donor relations with TH’s main incountry
donors, including the Global Fund for AIDS, Tuberculosis, and Malaria and the
United Nations
• Support the Program Coordinator in managing stakeholder relations with TH’s main incountry
partners, including holding regular meetings with senior Ministry of Health
leadership
• Perform additional duties as determined by the TH Executive Director and program
management staff
• Conduct regular trainings for local program leaders and management staff in areas of
communications and advocacy.
JOB REQUIREMENT:
• Bachelor’s Degree and relevant experience with international policy or health systems
required; Master’s degree in public health or policy preferred
• Proficiency with Microsoft Office (particularly, Microsoft Excel and Microsoft Word)
• Demonstrated ability to work and communicate effectively with government officials,
persons at all levels of the public health system, those in different organizations, those
with different cultural or linguistic backgrounds, and those in civil society
• Demonstrated skills in program design and management.

• Strong communication, organizational, and writing skills
• Ability to work with a diverse team and in austere, complicated settings
