Program Description:
Liberia Grants Solicitation and Management (LGSM) is a USAID – funded program that focuses on grants solicitation and management and capacity building in the health sector in Liberia. The Liberia Grants Solicitation and Management project will serve as an umbrella grant making mechanism to support service delivery, training and related activities aimed at assisting vulnerable populations. The project will work closely with local organizations working in the health, social services and water and sanitation sectors as well as the Ministry of Health and Social Welfare on various capacity building activities. This Institutional Capacity
Building Coordinator will work hand-in-hand with the Ministry partners and individual divisions/units the program will target to deliver capacity building training. This individual will serve as a primary point of contact for the delivery of specialized Technical Assistance, including Short Term Technical Assistance, and other capacity building assistance as identified in the MOU negotiated at the outset. Where applicable, this individual will provide assistance in the coordination of training and capacity building programs with Ministry staff in target counties and foster communication with other World Learning partners and beneficiaries.
JOB DESCRIPTION:
Specific duties and responsibilities include:
• Work with line Ministries to identify specific needs and gaps in institutional systems and knowledge;
• Coordinate and participate in the development of targeted capacity building trainings for Ministry level employees;
• Coordinate and participate in capacity assessments and design of capacity building plans;
• Coordinate and deliver training and technical assistance to beneficiaries on selected procurement and grants management issues;
• Work with international consultants and expatriate staff to ensure all capacity building activities are relevant to the local context;
• Identify local training institutions and organizations to deliver capacity building activities;
• Monitor beneficiaries’ progress in achieving technical objectives;
• Compile regular reports for USAID and World Learning in conjunction with Project Director and M&E
Specialist;
• Maintain project database in conjunction with M&E Specialist;
• Prepare and maintain a comprehensive list of capacity building participants;
• Assist Project Director in developing the annual LGSM work plan;
• Attend and participate in sectoral coordination meetings and provide relevant feedback to LGSM staff;
• Work with the NGO Capacity Building Coordinators to ensure linkages between local organizations and the Ministry;
• Work with the Senior Capacity Building Advisor to design specific capacity building exercises and modules for the government;
• Work with GSM Washington staff to incorporate World Learning best practices into capacity building modules;
• Work with local organizations to ensure effective communication and sharing of best practices;
• Flexibility to travel to field sites to conduct assessments and evaluations as needed; and Assist Project Director with other tasks, as assigned.
JOB REQUIREMENT:
Qualifications:
• Relevant Bachelor’s degree plus four years of relevant work experience;
• Previous experience working in the health sector in Liberia;
• Experience with procurement and grants management;
• Experience working with international NGOs;
• Knowledge of current international health issues and initiatives;
• Excellent professional English written and verbal communications skills;
• Computer proficiency including a working knowledge of Excel;
• Detail oriented;
• Ability to work independently and as a team member; and
• Ability to communicate effectively and diplomatically with USAID, beneficiaries and headquarters staff.
