NRC Area Manager for the Refugee Response Operation Job Vacancy in Zwedru, Liberia

NRC has been operating in Liberia since 2003, providing protection and assistance to returnees, refugees, and internally displaced persons . NRC’s current interventions include Education with focus on Youth Education (YEP), Gender Based Violence (GBV) and Information, Counseling and Legal Assistance (ICLA). NRC is also actively engaged in the emergency response to the Ivorian refugees as the camp manager for 5 camps in Nimba and Grand Gedeh counties. In addition to coordinating the provision of services in the camps, NRC provides protection, community services, and shelter. NRC also distributes food and NFIs and
will from 2012 be responsible for the environmental protection in the camps and open YEP centers in connection to camps in GG. The main objective for the Area Manager is to supervise, lead, and coordinate NRC’s emergency response operation to the Ivorian refugees in Grand Gedeh and Nimba. The NRC Country Director sets the given objectives and framework for the operation. The Area Manager shall represent and attend to NRC’s interests in the area.

JOB DESCRIPTION
â- The Area Manager (AM) has the overall responsibility to ensure that NRC’s program and projects under her/his responsibility are in line with NRC’s mandate, policies and country specific strategies, that they do not overlap with other organizations activities, and that interests of the beneficiaries are safeguarded. The AM should also ensure that the program and projects contribute to NRC´s advocacy efforts, nationally, regionally and internationally. Further, she/he has the overall responsibility for the safety and security of NRC personnel under her/his supervision.

This entails:
â- Program Development including development of strategies, concept papers and situation analysis; securing of sufficient funding for the program and development of close cooperation with relevant partners
â- Program Management such as ensuring of quality project implementation within specified time frames; ensuring of optimal use of financial resources in the program; ensuring that systems for monitoring program/project activities and support functions are developed and implemented; establishing and maintaining of strong working relationship with all humanitarian actors, local communities, authorities and counterparts.
â- Personnel Management including management of staff reporting directly to the AM; establishing a good working environment based on the NRC values; being the decision making authority for employment of local staff; ensuring of optimal use of human resources, e.g staff training and promotion of talented staff.
â- Program Coordination such as overall coordination of and support to program activities with beneficiaries, national authorities, UN agencies and other national and international agencies/organizations
â- Advocacy and Information Activities including staying updated on all relevant political and policy issues related to the country and the region; identification, initiation and following up on advocacy issues and active promotion of the rights of refugees and internally displaced persons (IDPs) in the area, in coordination with the Country Director.
â- Security, including Security Plan updates for the area in coordination with the Log/Security Manager; ensuring that NRC staff adheres to NRC’s security rules and guidelines; cooperation with UN and other relevant/appropriate agencies for updates on security issues in the area.

QUALIFICATIONS
Professional Background
â- Proven management and program development experience (minimum 3 years)
â- Experience in administration and personnel management.
â- Solid experience from development of proposals/budgets and reports.
â- Experience from advocacy work.
â- Solid experience working in complex emergencies .

Essential Skills
â- Significant understanding of complex emergencies and crisis contexts.
â- Political and cultural awareness and experience of working where insecurity is a major issue.
â- Proven communication, interpersonal, representation, negotiation and management skills.
â- Fluency in the English language, both written and verbal.
â- Computer skills – database knowledge essential, wireless networking.
â- Holder of a valid international driver’s license.
â- Formal educations
â- Relevant education, preferably in management, social sciences or international development.

WE OFFER
â- Commencement: February 2012
â- Contract period: 10 months
â- Salary/benefits: According to NRC’s general directions, approximately NOK 45,753,- (7,783 USD) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
â- The AM will be based in NRC’s Field Office in Zwedru in Grand Gedeh County. Liberia’s towns are usually quiet and relatively safe. Foreigners can normally move around without harassment or danger, provided they follow security measures in place and respect local cultural sensibilities. Housing in Liberia is of a moderate standard and in most field locations is in the same building as the office. Recreational and social facilities are relatively limited.
