Background
The Republic of Liberia held democratic Presidential and Legislative Elections in 2005 after 14 years of devastating civil war. The 2005 elections featured extensive support from the international community and from the United Nations Mission in Liberia (UNMIL) in particular. Future electoral processes will not have such broad support, meaning that Liberia must strengthen its national institutions and processes to conduct future electoral events in a credible, competent and sustainable manner.
After successful conduct of 2011 August Referendum and October Presidential and Legislative elections there is an urgent need to work with the National Elections Commission (NEC) to conduct capacity building project and enhance the NEC staff knowledge and ability to manage upcoming elections. Therefore capacity building project needs to be structured based on the careful institutional needs assessment work.
2012 Capacity building project aims at deepening the democratization process in Liberia, with specific emphasis on improving electoral institutions, processes and laws. More specifically, the project will contribute to strengthening capacity of the electoral management body; enhancing electoral processes and improving conformity of the legal and administrative framework with international standards.
Duties and Responsibilities
The Organizational Development Needs Assessment Consultant will undertake a survey and needs assessment of the NEC Magisterial offices and the Headquarters in Monrovia. She/he will work together with a Liberian management consultant firm contracted by the National Election Commission. There will be 3 major components to the Needs Assessment to be undertaken by the Consultant in the following manner:
a) Assessment of NEC Headquarters:
• NEC Institutional structure;
• Functions and responsibilities of each section in Headquarters;
• Skills required for each position within each Section;
• External relations and coordination of activities with the magisterial offices;
• Whether all offices have integrated financial/administrative systems;
• Human resource requirements (in elections and non-election times);
• Training needs assessment for HQ staff.
b) Assessment of NEC Magisterial offices
• Qualification, professional experience and areas of expertise;
• Infrastructural needs;
• HQ-Magistrate relations and communication;
• Management and organizational capacities;
• Training needs assessment for Magisterial staff.
c) Assessment of the institutional capacity of NEC:
• The NEC organizational setup;
• The administrative and financial systems;
• The management and leadership;
• The book keeping and recording;
• The archiving of data, training and civic education and elections related materials;
• External relations, coordination and communication.
A Final report containing an organizational/institutional development roadmap will be provided by the Assessment Consultant by the end of the contract. At the end of the contract Assessment Consultant will make presentation of the findings to NEC and UNDP plus any additional tasks and responsibilities as required for the implementation of the project and as requested by the supervisor.
Deliverables
Assessment of NEC Magisterial offices:
Workshops with Magisterial staff are organized. Assessment of management and organizational capacities and office Infrastructural needs; deliverables expected in Week 2 of the consultancy with 20% payment of total contract sum
Assessment of the institutional capacity of NEC: workshops with NEC Commissioners and HQ
staff are organized. Assessment of NEC
Institutional and financial/administrative structure, management and leadership, functional
responsibilities of each section and training needs;
deliverables expected in Week 4 of the consultancy with 40% payment of total contract sum
A Final report containing an organizational/institutional development roadmap will be provided by the
Assessment Consultant of the contract
deliverables expected in Week 7 of the consultancy with 40% payment of total contract sum

Required Skills and Experience
The consultant must have:
• Master Degree or equivalent in Business/public administration/ or related field combined with capacity building work and institutional needs assessment.
