PSI/Liberia seeks dynamic and skilled candidates for its Senior Finance Manager position. PSI/Liberia implements social marketing and behavior change communications programs across Liberia, working with a growing donor portfolio, including the Global Fund, USAID, and UN agencies. The Senior Finance Manager will be responsible for providing financial direction and support to PSI/Liberia’s mission. The candidate will help ensure the financial strength of the platform by managing effective and efficient financial policies and procedures, and increasing the capacity of the finance department staff. RESPONSIBILITIES
• Ensure compliance with PSI and donor policies and procedures, particularly those of Global Fund and USAID (this includes contractual compliance and internal and external financial reporting compliance);
• Produce monthly financial reports and work with the program teams to track and monitor program budgets;
• Oversee the development and monitoring of program budgets;
• Supervise PSI internal control systems in accordance with best practices, PSI minimum standards, policies and procedures;
• Manage finances and compliance of sub-awards and sub-contracts;
• Manage day-to-day financial transaction processing via Quickbooks;
• Liaise with PSI/Washington accounting department;
o Manage internal and external audits and ensure that audit recommendations are implemented;
o Supervise and mentor accounting staff, including assessment and development of skill levels;
o Build capacity among program managers in financial monitoring and budget development.
QUALIFICATIONS
• Bachelor of Arts or Master’s degree in accounting preferred, or equivalent experience;
• Minimum five to ten years developing country work experience required;
• Practical, working knowledge of QuickBooks financial software;
• Five years documented experience and ability to motivate and manage finance and administration personnel in a dynamic and growing work environment;
• Strong financial and operational management experience with proven management skills;
• Fluency in English is required;
• Demonstrated ability to produce strong results;
• Knowledge of NGO operations and USAID and Global Fund regulations is a plus;
• Familiarity with international donors and US government financial procedures preferred.

Preference will be given to candidates with proven relevant financial management skills and demonstrated success in managing a diverse work force.
