Project Description
The USAID funded Advancing Youth Project is a five year project to provide basic education, social and leadership development, and improved livelihoods to out of school youth, ages 13 – 35 in five counties of Liberia. Advancing Youth Project will help Liberian young people develop the basic literacy, numeracy, workforce readiness and life skills necessary to progress academically, obtain skills training, find jobs, or create their own employment, as well maintain healthy lifestyles and participate in their communities.

Job Title: Monitoring and Evaluation Specialist
Under the supervision of the Senior Research and Dissemination Specialist, the Monitoring and Evaluation (M&E) Specialist is responsible for day to day operations of M&E functions for the project.

Essential functions include, but are not limited to the following:
• Assist the Senior Research and Dissemination Specialist to develop input for the Performance Management Plan and workplan
• Design and manage a system for collecting and storing monitoring and evaluation data
• Conduct tasks related to the baseline, midterm and endline assessments
• Liaise closely with LRC M&E Officers to ensure that data collection proceeds successfully in the counties and that data collection methodology is correctly applied
• Prepare data for quarterly progress reports, annual reports, financial reports, success stories, etc. for review by the Senior Research and Dissemination Specialist
• Prepare summary data reports on a regular basis, in accordance with project workplan.
• Feed monitoring and evaluation data back into the enhancement of program quality and achievement of project results
• Provide capacity building support, mentoring, skills-building and training to the Ministry of Education in relation to program areas
• Closely collaborate with monitoring and evaluation staff at Learning Resource Centers
• Conduct these and other tasks as required in support of project goals

Qualifications and Requirements:
• Bachelor’s degree or equivalent; Masters degree preferred
• 4-5 years of experience in M&E, ideally on education programs
• Experience supervising staff, both directly and in field offices
• Experience with USAID or other donor-funded projects
• Experience in design and use of instruments for collecting, managing and reporting data
• Experience in creating and using databases and spreadsheets required
• Demonstrated managerial and communication skills
• Ability to build effective relationships with all clients, peers, and stakeholders
• Ability to effectively train in project topics
• Able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure
• Ability to liaise closely with senior technical advisors and then provide leadership to on-the-ground staff and partner work teams
• Excellent communication skills in written and spoken English
• Proactive and creative, get the job done spirit
• Culturally astute, respectful and tolerant
• Ability to work hands-on, independently, and within team in difficult work environment
• Willingness to frequently travel to Liberian counties covered by the project
• Excellent computer skills required including MS Word, MS Excel and MS Access required
. Skills in SPSS, Stata, and other statistical software are beneficial

Reporting and Organizational Relationships:
This position is located in Monrovia, Liberia and reports to the Senior Research and Dissemination Specialist. This position will maintain close communication relationships with the technical team as well as operations and finance staff as relevant.
