Reports to: Medical Director
Duty Station: Nimba County
The Monitoring and Evaluation Officer will oversee all monitoring and evaluation (M&E) activities in the EPHS Project, with an eye to meeting the performance-based target indicators set by EPHS/Africare and MOHSW. S/he will work closely with clinic staff to improve reporting skills and understanding of use of data, as well as improving management skills. S/he will also liaise with the Data Manager and the M&E Officer at the CHT in order to build capacity as needed and ensure that all M&E activities are in line with the CHT District Health Information System (DHIS).
Specific responsibilities include:
Collect and compile monthly reports from facility staff;•
Oversee and monitor all data coming from facilities and communities;•
Work with facility staff and CHVs to develop reporting skills;•
• Identify capacity building needs in M&E skills among facility staff and design appropriate supportive supervisory sessions;
Work with• Officers-in-Charge to build management skills, including logistics coordination, training and staffing plans, and planning the facility;
• Identify and implement innovative ways of returning data to the clinics and communities in order to meet the performance-based target indicators set by MOHSW and EPHS/Africare;
Supervise the Data Assistant with an eye to building capacity;•
• Work closely with the M&E Officer and Data Manager in the CHT in order to build capacity and ensure that EPHS/Africare activities are in line with CHT priorities;
Track the status of each facility’s status in the accreditation process and identify needs for improvement;•
• Oversee all communications activities in the project, including newspaper articles, success stories, and other publicity events;
Compile monthly, semi-annual, and annual reports for MOHSW, the CHT, and facilities;•
Perform other duties as needed.•
Qualifications:
Degree in Data Management/Statistics or comparable professional experience in public health or health care management;•
Strong knowledge of supportive supervision techniques and results-based management;•
Strong knowledge of the health care system in Liberia;•
Strong writing skills and knowledge of computer-based data analysis;•
Progressive and increasing knowledge and experience in Monitoring and Evaluation•
Strong knowledge in data management with emphasis on quality assurance•
Willingness to reside in Nimba County and travel frequently to rural locations in Nimba County.•
