where previous systems have not been functional since the start of the Liberian civil conflict more than two decades ago. The project assists local and national authorities in developing plans for water supply improvements, implementing short and medium-term water supply infrastructure improvements, and re-establishing local water supply operation, maintenance, and management capacity sufficient to ensure long term sustainability and cost recovery.
Responsibilities:
• Lead institution-related technical tasks in close collaboration with Chief of Party (COP), including: Institutional Framework: Develop recommendations for institutional models for system management and oversight in each city, working with local and national steering committees to reach agreement on roles, responsibilities and commitments of local and national entities;
Transitional Management: Lead the establishment of sustainable institutions and systems for local management entities and operators, monitor progress of initial operations and work with COP to identify potential problems and design corrective actions; assist in preparation of local business plans and sustainability monitoring plan;
Capacity Building: Develop capacity building plan for project staff and national and local counterpart entities, including coordination with other donor programs; lead coordination of training and capacity-building events; and provide direct capacity building to national and local counterparts and project staff through day-to-day interactions;
Planning and Reporting: Assist in development of annual work plans and strategies and participate in budget planning and revisions as needed; participate in weekly meetings with USAID and provide written updates as required; provide technical content for institutional portion of reports deliverables;
• Provide supervision and direction to project Communications & Outreach Specialist, Gender and Facilitation Specialist, and Monitoring & Evaluation Specialist;
• Support COP in daily management and assume management responsibilities in absence of COP;
• Coordinate closely with Lead Engineer (LE) and COP to ensure compatibility of proposed institutional framework and technical solutions; and
• Liaise with home office for STTA institutional support as required.
Qualifications:
• At least five (5) years of professional experience in water service provision and water utility reform in developing countries;
• Expertise in one or more of the following areas: water utility corporatization; development of performance and incentive-based contracts for water utilities; utility regulation; utility benchmarking;
• Experience with institutional arrangements, institutional strengthening and capacity building in the water sector;
• Prior experience in Africa (West Africa preferred); experience in post-conflict countries is desired;
• Master’s degree preferred in a related field;
• Must be an excellent communicator, self-starter, and energetic;
• English fluency needed;
• Prior experience with and knowledge of USAID regulations, administration, management, reporting procedures and systems is preferred.
