General Background

The Governments of India and Norway have entered into a partnership to work
together toward the attainment of the Millennium Development Goal 4 (MDG 4)
that aims to reduce child mortality worldwide. The objective of Norway–India
Partnership Initiative (NIPI) is to provide catalytic support that would make a
strategic and sustainable difference to the rapid scaling up of quality child health
services under the National Rural Health Mission (NRHM) in five states that
contribute the highest number of child deaths, namely, Bihar, Madhya Pradesh,
Orissa, Rajasthan and Uttar Pradesh. All activities undertaken under NIPI shall
be directed towards fulfilling the goals and objectives of NRHM. NIPI LFA led
by the Director is hosted by the United Nations Office for Project services
(UNOPS). NIPI envisages strengthening of techno-managerial capacity in the
States to accelerate child health activities under NRHM/RCH II. NIPI has
initiated several Child Health Interventions funded by NIPI UNOPS under the
NRHM framework along the continuum of care approach contributing to MDG 4
goals. Current focus is on reduction of neonatal mortality through facility
based neonatal care services and community based outreach services including
home based care and immunization. One of the key determinants of achieving
expected results from these interventions is a well planned and monitored
Health System response to deliver the interventions effectively. Key processes
for Operationalizing these interventions have to be fast tracked and rigorously
followed Purpose and Scope of Assignment The Program associate, under the supervision
of the Senior Program Officer (NIPI), would assist in accelerating child health
activities under NRHM by:
1. Technical
Responsibilities:
 ï‚· Key person responsible for data and information
management ;
Contribute to
planning and reporting by providing data, information and evidence from NIPI
monitoring and HMIS database;
Assist Programme
Officer in coordinating training in home-based newborn and child care , and
facilitating other training activities in child health in the State;
Collecting and
compiling receipt of reports from all levels;
 Collecting & analyzing data of child
health and making good presentation of the same;
Any other duties as
may be assigned by the state programme officer or organization.
2. Administrative
Function:
 ï‚· Provide administrative assistance to the
SPO in the management of the programme;
Maintain accounts,
Funds assist in preparing reports as per the administrative and financial
guidelines of Organization;
Coordinate incoming
correspondence, information and data, travel and general logistics
arrangements;
Maintain inventory of
office equipments and assets;
Develop a friendly
but professional relationship among all the personnel for optimum use of human
resources ;
Preparation of Reports;
Report writing &
record keeping of all official documents, reports and administrative documents;
Perform any other
responsibility assigned.
Monitoring and
Progress Controls Prepare Monthly reports on monitoring indicators of NIPI
facilitated interventions;
 Assist Senior PO in preparing bi annual report
to be submitted to NIPI LFA;
Prepare inventory of
all data sets received and collected from different levels in the States
including NIPI focus Districts;
 Prepare a dossier of all filed documents;
Collect monthly
statement of NIPI expenditure from NRHM Accounts Manager.
The incumbent is
responsible to abide by security policies, administrative instructions, plans
and procedures of the UN Security Management System and that of UNOPS.
Required Selection
Criteria
 Key Competencies
 ï‚· Good understanding of the national / state
health policy and program, with field
experience in the public / NGO health sector.
Experience of working
in the NIPI State.
Excellent skills in
written and spoken communication and ability to network are important.
Proficiency in the
use of computer with common software and internet; and experience of working in
teams and with different stakeholders expected.
Ability for
performing multi-tasks.
Qualifications/Experience/Language
 ï‚· Secondary education.
Higher degree
(Bachelor equivalent) an asset.
At least four years
of work experience in a similar field.
Prior work experience
in an international organisation and/or UN/UNOPS an advantage.
Fluency in English
and Hindi is required.
