Background / General description The Water and Sanitation Program (WSP) administered by the World Bank and funded through international partnerships with a wide range of External Support Agencies, assists governments to scale up improved water supply and sanitation services and hygiene programs for poor households. A current major thrust of the Program’s business plan is helping its clients to prepare for and implement actions towards meeting the Millennium Development Goals (MDGs). In pursuing their mission, WSP staff members provide advisory support to projects and policy dialogue, help identify and disseminate best practices and lessons from
experience across countries, and facilitate informal networks of practitioners and sector stakeholders. Additional information about WSP can be found on the Program website (www.wsp.org). WSP is led by a Program Manager located in the World Bank’s Transport Water and ICT Departments in the Sustainable Development Network (SDN) Vice Presidency. The Program works closely with the Bank’s regional operations and partners through four regional offices in South Asia, East Asia/Pacific, Latin America/Caribbean and Africa. WSP in South Asia (WSP-SA) currently operates through offices in Delhi, Dhaka and Islamabad. The WSP-SA program is managed by a Regional Team Leader (RTL) who is accountable to the Program Manager in Washington. WSP-SA is seeking to hire an operations analyst to be based in Delhi to help support the program in South Asia. The successful candidate will be recruited as an Extended Term Consultant Appointment, which is a full-time appointment for a minimum of one year.
Duties and Accountabilities
The successful candidate’s responsibilities may include, but are not limited to:
• support organization of and participate in periodical events, such as Knowledge Exchange Events, contribute to the organization and preparation of WSP inputs in various national and international conferences and events;
• interact with World Bank operational staff working in the South Asia Region, to assist in the preparation, management and monitoring of the WSP South Asia programme;
• support the project monitoring data base of the WSP programs and support its ongoing development as a results monitoring system, and support the portfolio management and supervision function,
• support RTL in conducting research and analysis; and helping with coordination of the Program and donor outreach and communications,
• Support to WSP global operations coordinator in the preparation and coordination of the annual Business Plan, the mid-year and end-year review, the annual report and related reports to donors and outside partners
• Coordination and preparation of rapid response corporate (i.e. World Bank) requests
• Analytical support to selected WSP analytical reports, involving qualitative and quantitative analysis
• Support in the preparation of the annual report, portfolio analysis, and related technical reports of WSP within the Bank, to donors, and to the water/sanitation and energy community, The ETC will report directly to the Regional Team Leader, WSP-SA, but on a functional basis may be supervised by other senior staff.
Selection Criteria
• Master’s degree (in International Development, Public Administration, Natural Resource Management, Economics or other relevant discipline, preferably with a focus on water and sanitation related themes) with at least 1 year of relevant experience or an equivalent combination of education and experience.
• Strong quantitative and analytical skills to gather and organize information and resources, compile data and prepare statistics, and to synthesize knowledge from diverse sources of information.
• Excellent computer skills including knowledge of Excel and Power Point (Prezi a plus).
• Ability to write crisp and succinct summaries based on existing technical documentation/reports, on meetings, etc.
• Excellent oral and written communications skills in English.
• Ability to effectively provide professional support to senior staff and to meet deadlines.
• Well-developed interpersonal and team work skills; ability to take initiative, demonstrate persistence and maintain a positive attitude.
• Ability to work independently under minimal supervision.
• Willingness to work in a fast-paced environment.
• Ability to deal sensitively with others in a multicultural environment.
