Health Poverty Action Accountability Framework Consultancy Job Vacancy in London

Health Poverty Action is looking for a consultant to develop a framework for managing the accountability of our partner organisations in the Horn of Africa region (Somaliland, Ethiopia and Kenya). The consultancy is funded by the UK Big Lottery Fund and specific objectives include to:
• Review existing HPA documents including key partnership agreements, Organizational Capacity Assessment (OCA) tools, M&E system and policies and procedures currently in use by HPA programs in the region and
produce an analysis report with recommendations.
• Design a comprehensive accountability framework integrating quality measurement, financial accountability, and accountability to project participants for HPA country offices with structured benchmarks, targets and compliance tools.
• Develop a partnership manual based on the accountability framework for training and reference by program staff implementing the system to develop their competency on accountability management with an overall indication of roles and responsibilities along the implementation and point out areas of further development of policies and procedures which exceed the scope of this assignment.
• Develop an accountability self-assessment tool with checklist of accountability grids and ratings to be completed and submitted by partners annually
• Develop a comprehensive list of relevant tools, operating standards and quality control checklist to facilitate the implementation of the accountability framework such as What/When/Who/How Matrix, partners finance matrix, partners monitoring plans, etc.

We are seeking a consultant able demonstrate a good track record of no less than five (5) years executing similar undertakings. The consultant must have a high level of experience in organizational development tasks with practical experience in partnership development, partnership review and management and partnership program monitoring and evaluation from the viewpoint of accountability management in non-profit settings. Knowledge of the program countries will be considered an advantage.
