Job Vacancy: Program Manager Health
Catholic Relief
Services  – United States Conference of Catholic Bishops, is seeking
to recruit a Programme Manager who will coordinate, manage and provide
leadership to implement and grow all aspects of the Agency’s Ghana health portfolio and enhance the capacity
of and strengthen relationships with

the Agency’s partners to promote high
quality and sustainable programme in Ghana. The Health PM will have specific leadership
and management responsibilities on 3 on-going projects (SHARPER, Global Fund R8
HIV and EPPICs) in addition to his or her supervisory responsibility for the
health portfolio.

Key Responsibilities:

  • Proven leadership in the
    development and management of the country program’s Strategic and Annual
    Programme Plans, its health strategy, and other health project proposals,
    including responses to request for applications issued by donors
  • Lead in the identification,
    research and development of new business opportunities in the health
    sector for the Agency
  • Identify and actively represent
    the company on key stakeholder working groups and networks in Ghana
  • Utilize the Agency’s approaches,
    standards, technical resources, and tools to ensure high-quality and innovative
    programs
  • Work with other sector managers to
    ensure state-of-the art health interventions are integrated with other
    programming sectors
  • Maintain contact with other NGOs,
    Universities, research institutions, Ghana CCM and other stakeholders
    working in the health sector in order to explore opportunities for
    networking and collaboration
  • Promote and model efficient budget
    management in keeping with the Agency’s donor procedures and politics
  • Cultivate a vibrant and
    effective Team of health staff at the Agency
  • Identify the performance needs of
    all members of the health unit and recommend appropriate training programs
  • Review the performance plans of
    the key health staff, provide guidance and coaching and appraise their
    performance
  • Work with the M&E Unit to
    develop and implement systems and procedures to ensure program quality,
    impact and adherence to agency standards
  • Oversee the preparation of
    progress and final reports and ensure timely submission and appropriate
    dissemination to relevant stakeholders
  • Review various agreements between
    the Agency and its health partners to ensure clarity in roles and
    responsibilities; monitor the implementation of these agreements to ensure
    compliance and recommend amendments, where appropriate
Required
Skills or Experience
  • Master’s degree in Public Health
    or related field
  • 7-10 years experience with
    community level public health experience from a NGOs, or other
    international development assistance organisation
  • Proven proposal writing skills
  • Demonstrated knowledge of US
    government, and other key public agencies; compliance regulations
  • Strong leadership skills,
    including strategic thinking, problem solving, effective communication and
    negotiating skills
  • Technical competency and
    experience in the design and management of health programs using
    participatory planning and evaluation methods
  • Experience in budgeting and budget
    management
  • Excellent interpersonal and
    supervisory skills
  • Excellent oral and written
    communication skills, cultural sensitivity, ability to work with people,
    good judgment and commitment to the Agency’s mission
  • Strong computer skills (Word,
    Excel, Internet, etc)
  • Experience with HIV/AIDS
    programming
  • Experience in community
    mobilisation
  • Willingness to travel in-country
    and internationally as required for the position
