Save the Children Senior Fundraising and Resource Mobilisation Advisor Job Vacancy in Dar es Salam, Tanzania

Introduction
Save the Children was founded in 1919 and is the world’s largest independent movement for children promoting child rights and poverty alleviation in over 120 countries. We aim to significantly influence policy and practice towards children at the local, national and global levels, with the active involvement of children and their communities in the identification of priorities and advocating for change.


Save the Children has worked in Tanzania since 1986, initially in Zanzibar and then introducing a program on the mainland in 1994 in response to the Rwandan refugee crisis. Since the closing of the refugee program in 1996, Save the Children UK has maintained a solid presence in Tanzania. We have our main office in Dar es Salaam and 4 sub offices in Lindi, Shinyanga, Unguja and Pemba (Zanzibar) and work across much of the country with 18 different partner organizations including LNGOs, CBOs and Government ministries and departments. We currently receive funding from SIDA, EU, UNICEF and from USAID and CDC as a sub recipients, plus several private donors.

Save the Children in Tanzania works in the following sectoral areas:
• Health – primarily MNCH, Community PMTCT and Kangaroo Mother Care.
• Nutrition – nutrition advocacy project, actively seeking funding for responding to high levels of stunting in the country.
• Child Protection and OVC – strengthening Government and community mechanisms to prevent and respond to Child abuse, prevention of child labour , support to OVC and MVC affected by HIV.
• Child Rights and Governance
• Education – ECDs and Safe school initiatives including alternative forms of discipline

We would like to extend our work in the above areas and also expand into food security and livelihoods programmatic opportunities.

Job Purpose; The Senior Fundraising Advisor will lead the country program on coordinating and advising on fundraising activities and lead efforts to optimize resources and income generation to support achievement of SCITs strategies and associated fundraising targets. S/he will focus primarily, but not exclusively, on US donors and partners.
Priority areas requiring support include Partner mapping and relationship development including positioning well in advance of RFA calls, provision of support documentation to ‘sell’ SC in Tz and funding raising support in terms of identifying opportunities, proposal development and capacity building of staff so they can eventually take this forward independently.
We require an experienced professional with proven writing skills who is familiar with US donors and leading international NGOs working in the key thematic areas which Save the Children is working and/or interested in working. The person will lead in the development of US proposals and concept notes, capacity building the team as they do so. In addition, this person will need strong communication skills to engage with and map potential partners that would position us well to deliver for children and also attract US government funding. Finally, this assistance is necessary to consolidate existing program information (both from Tanzania and the wider SC experience), while soliciting additional content to help with the development of key documentation.

SPECIFIC AREAS OF RESPONSIBILITY:
o Relationship building and external communication.
o Undertake a systematic mapping of partners to identify international and local NGOs who would be competitive partners for US government funding: – International: based on identification of priority sub-thematic areas and to include key contact information, estimated size (in terms of #of programs or funding base), program interventions, geographic coverage, reputation, USAID experience, strengths, and complementarity. The mapping will include special emphasis on potential US-based partners and those working in food security (e.g. Technoserve, Land O’Lakes, FINTRAC and others). – National: organizational capacity, past performance, portfolio, absorptive capacity .
– Work with country office senior management team in identifying key potential partners per priority technical area based on outcome of mapping.
o Review, monitor and document donor funding policies and trends in Tanzania linked to SCiTs thematic areas.
o Assisting in building relationships with new donors in-country for programmatic, policy and funding relationships.
o Draft documentation and publications
o Document key program successes that can highlight and help ‘sell’ SC in Tanzania’s strengths as well as global expertise in priority sub-thematic areas and then produce attractive ‘glossy’ pamphlets/leaflets on SC’s work that can be shared with donors and partners alike.
o Work with and build capacity of identified team members on producing documentation with terminology and areas of interest that will appeal to US partners and donors.
o As appropriate, contribute to the preparation of SCiT publications and fundraising materials where necessary.
o Fundraising
o Work with the Director of Program Implementation to finalize a the fundraising strategy and approach, targeting a range of donors which maps out significant transforming steps to improve year-on-year performance significantly over a three-year timeframe.
o Working with the Directors, lead the SCiT team in identifying potential USG opportunities and take the lead in proposal development.
o Research, target and write fundraising proposals to Charitable Trusts and Foundations, statutory agencies, companies and other grant making bodies, in consultation with the Directors and other staff members across the organisation
o Work closely with senior management team and technical leads on building team capacity in proposal development to enable them to take on this initiative with minimal supervision.
o Work with Senior Managers and Directors on developing key concept notes and generic proposals for each of the sub theme priority area identified. This activity will include highlighting key areas that address specific US donor expectations
o Proactively keep abreast to changes in the TZ Donors especially US Development agenda to ensure that the fundraising strategy and plan has resonance and is up-to-date with new thinking.
o Coordinate with SC regional and head office based Fundraising and Technical staff to identify new suitable fundraising opportunities.

Other/general
o Familiarize self with the country programs and positively contribute to the management team and the effective running of SC in Tanzania
o Develop and cultivate contacts and relationships with relevant staff as appropriate to ensure effective communication
o Act as representative for SC at external meetings as appropriate.
o Be administratively self-sufficient in all aspects of the post
o Ensure that all fundraising activities for which this post is responsible are carried out in accordance with SC aims and policies, to the highest ethical standards and in accordance with legal requirements, best fundraising practice and external guidelines
o Comply with the SC Policies and Procedures and uphold any changes to these
o Undertake any other reasonable duties as requested by CD. These are key duties and responsibilities for the post and they are subject to regular review. Any significant changes to the role will be subject to consultation.

Essential skills required
o Master’s Degree in social sciences, international development, Marketing, Economics, Communication, Fundraising or Business Administration
o Proven success in generating convincing proposals, raising funds and writing reports for US trusts/ foundations, individuals, corporations or statutory/ multilateral donors.
o Ability to attract and secure new funds and the skills necessary to build and sustain existing relationships using tact and diplomacy
o Sound understanding of US donor funding structures and processes
o Experience of developing fundraising strategies at a country/regional level
o At least 5 years senior level experience on project and program management in international development.
o Ability to think clearly and analytically.
o Excellent written and oral communication skills.
o Good IT skills to include Excel, Word and use of databases desirable;
o Competent in use of log frame desirable or developing projects essential
o Fluency in English.
o Ability to plan own work, setting priorities and completing them under pressure or when faced with competing demands.
o Ability to research and identify new funding via internet, personal contacts, networking and other sources.
o Representational skills including experience developing relationships with government and donors agencies at a senior level.
o Experience in training and capacity building in fundraising
o The commitment and flexibility to carry out the varied responsibilities of the post, and
o Ability to travel to the field occasionally as needed
o Ability to work with minimum supervision and under periodic stress
o Effective time management and ability to prioritize multiple, competing tasks to meet deadline
