The objective of the Advisor: Quality Improvement position is to support Tanzania in the assurance of data quality through review and assessment (DQA) and the promotion and coordination of continuous quality improvement (CQI) activities within USG and with the Government of Tanzania (GoT).
Duties and Responsibilities:
• Advisor shall support Tanzania in promotion and coordination of continuous quality improvement (CQI) activities within USG and with the GoT.
• Provide mentorship for quality improvement to GoT and other local partners at the Headquarters and Field levels.
• Provide mentorship and support to strengthen Tanzania’s efforts to build the capacity of Tanzania staff to promote and coordinate continuous CQI activities.
• Work across programs to ensure continuous quality improvement strategies are implemented among service delivery and other partners.
• Provide guidance and support to the National AIDS Control Program and other partners on CQI – Ensure partnerships with other non-USG partners who are engaged in CQI initiatives so as to coordinate efforts.
• Guide USG funded partners with the mandate for CQI on portfolio focus, content, and coordination.
• Contractor shall be expected to travel 30% of their time in Tanzania providing technical assistance to various sites.
• Provide guidance and technical assistance to develop and strengthen national quality evaluation and accreditation programs for health care facilities providing HIV care.
• Support and develop public policy related to HIV care to improve the quality of current programs and treatment facilities.
• Support national systems to build the capacity of communities and facilities to provide more effective and efficient HIV care.
• Provide support and work to strengthen efforts to build the capacity of Tanzania staff on quality improvement activities.
• Provide technical assistance to develop quality improvement principles, and to determine and improve the quality, effectiveness, efficiency and utilization of services and the satisfaction of service users.
• Ensure services provided by the health system are coordinated and integrated to ensure continuity of service delivery among different providers and different levels of care.
Key Qualifications:
• Graduation from an accredited university with a Master’s Degree in Public Health, Epidemiology, Nursing, Statistics or closely related field of study.
• At least three years of international experience with progressive responsibility in Quality Improvement and Quality Assessments.
• Demonstrated experience in quality assessments of HIV/AIDS prevention and care and treatment programs.
• At least two years of experience working with PEPFAR programs desirable.
• Excellent time and project management skills.
• Level IV English proficiency required.
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
• Level I Kiswahili proficiency (preferred).
• Prior experience working in Tanzania (preferred).
• Willingness and ability to work full-time and to be located in Tanzania strongly preferred.
