individuals providing technical assistance in the implementation and evaluation of HIV and maternal and child health programs; oversee program operations and reporting, including compliance with donor regulations/procedures, local policies and laws; ensure monitoring, evaluation and regular reports on program activities to donors and the central office. The Country Director will also establish and maintain an excellent working relationship with counterparts within the Ministry of Health and other local /organizations to ensure effective coordination and to support national programs and actively pursue and support additional funding opportunities.
MAJOR ACCOUNTABILITIES
• Develop and facilitate the implementation of overall program strategy, in concert with ICAP-New York and ICAP in Tanzania leadership staff
• Oversee program planning, monitoring and evaluation, and to ensure that measurable outcomes are attained.
• Supervise program staff to ensure effective program delivery.
• Ensure clear communication with donors and with the New York ICAP office.
• Plan and manage program budgets.
• Prepare regular reports on program activities for donors and the New York ICAP office.
• Communicate regularly with MOH/National AIDS Control Program partners.
• Represent Columbia University in meetings with government officials, donors and partner organizations.
• Supervise finance and administrative staff to ensure efficient office function and support for programs and program sites.
• Perform other duties as assigned.
EDUCATION
• MD, PhD, MPH, or other relevant advanced degree.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
• Requires a minimum of 8 years of related experience with at least 5+ years’ experience in health programs management in sub-Saharan Africa.
• Experience supervising international and national staff.
• Proven success in ensuring high-quality program outcomes in developing country settings.
• Extensive experience in HIV program management.
• Demonstrated experience overseeing research studies, basic program evaluations, and/or public health evaluations.
• Proven ability to develop budgets and actively monitor and manage spending.
• Strong organizational, diplomatic, and written and oral communications skills.
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS
• Experience working in collaboration with local government partners.
• Experience working with U.S. government or other bilateral donors, especially Centers for Disease Control.
TRAVEL REQUIREMENTS
• Regular travel in-country is required. In addition, 3 – 5 international trips per year are required.
