Founded in
2002, by President William J. Clinton, the Clinton Health Access Initiative
(CHAI) is a global health organization committed to strengthening integrated
health systems around the world and expanding access to care and treatment for
HIV/AIDS, Malaria and other illnesses. Based on the premise that business
oriented strategy can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives. By working in association with governments and other
NGO partners, CHAI is focused on large scale impact and, to date, CHAI has
secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.
CHAI is
seeking an associate to assist in the overall management and strategic
implantation of a four-country initiative to increase domestic financing for
malaria. Evidence has shown that as countries are successful in their fight
against malaria, its prominence on the political agenda may fade and funding
may be decreased, leading to costly resurgences of this deadly disease. CHAI is
engaging with four African governments to find innovative solutions to driving
domestic financing for malaria programs. Specific mechanisms under development
include: hypothecated taxes, tourism levies, endowment funds and engagement
with the corporate sector for public-private partnerships.
The Malaria
Financing Team falls within CHAI’s global malaria team and is comprised of two
major work streams: 1) supporting four African governments with increasing
domestic financing for their malaria programs and 2) driving the design and
adaptation of a more efficient and higher impact aid model (COD) within the
global donor community.
The
successful individual will be highly motivated, with outstanding analytical,
presentation, time management, and communication skills. The candidate must be
able to function independently and flexibly, along with a deep personal
commitment to producing the highest quality results. CHAI places great value on

Responsibilities:
  • Assist with the overall management of the
    domestic financing work stream, including providing sound and intelligent
    guidance to in-country analysts who are driving this work with the
    relevant governments
  • Identify specific governments that may be
    potential candidates for scale-up of this work and engage accordingly
  • Develop compelling materials to be shared in international
    fora, that demonstrate successful domestic financing solutions which can
    be scaled and adapted to a broader group of country governments
  • Support country teams as needed, at times
    including extended in-country work, with design and implementation of
    innovative financing mechanisms for malaria
  • Conduct research and develop concepts related
    to new mechanisms that could potentially be introduced into the
    international menu of health financing options
Qualifications:
  • A university degree, masters level or above
    would be advantageous
  • 3+ years of professional experience in the
    private or public sector, ideally with a top-tier management consulting,
    investment banking or similar calibre institution
  • Exceptional skills in problem-solving,
    research and analysis of qualitative and quantitative data (including
    quantitative modelling, data analysis, study design)
  • Strong synthesis, presentation and
    communication (written and verbal) skills, including the ability to make
    compelling PowerPoint presentations
  • Strong interpersonal skills and proven ability
    to build relationships in a multicultural environment
  • High level of proficiency in relevant computer
    applications, particularly MS Excel, PowerPoint and Word
  • Ability to work in a high-performance
    environment and demonstrated flexibility to multi-task and respond to
    changing program needs
  • Ability to operate independently, setting and
    achieving ambitious targets with limited guidance
  • Excellent spoken and written English
  • Experience working in a developing country
    context is desirable, as is knowledge and/or experience with performance
    based financing
