Background
The Sustainable Energy for All Initiative (SE4ALL) has
been launched by the UN Secretary General (SG) in September 2011 with three
interconnected objectives as follows:

- Ensure universal access to modern energy
services; - Double the global rate in improvement of energy
efficiency; and - Double the share of renewable energy in the
global energy mix.
Since then, 83 countries have joined the initiative,
of which 43 are African countries. In recognition of this global engagement,
the UN General Assembly unanimously adopted in December 2012 the period
‘2014-2024’ as the Decade for SE4ALL. The Global launch of the decade took

The Tanzania SE4ALL Rapid Assessment/Gap analysis
(RA/GA) was successfully completed in 2012 with the support of UNDP. UNDP has
similarly helped over 30 other African countries to draft national SE4ALL RA/GA
reports.

UNDP has been at the forefront of the support to the
SE4ALL initiative at global, continental and countries levels. UNDP is an
active member of the Africa SE4ALL Regional Hub established by the 3 African
Institutions (NEPAD, AUC and AfDB) and hosted by the AfDB.

support the development of SE4ALL Action Agenda and Investment Prospectuses
(AA/IPs) in Kenya, Tanzania, Burundi and The Gambia, using the resources
identified within the Africa Hub Members. Overall 14 countries were listed,
including Tanzania amongst the first mover African countries for the
development of an AA/IPs with the support of SE4ALL partners.

consultants to support the AA/IP and will provide a significant portion of the
necessary technical assistance. The UNDP consultant will support the work of
the Government of Tanzania’s SE4ALL focal point based in MEM and in close
cooperation with AfDB consortium under a common workplan to supplement planning
and implementation activities to complete the AA/IP. In addition the UNDP
consultant will support MEM in the planning and organization of the
International SE4ALL Conference.

Duties and Responsibilities
- Provide technical assistance to MEM, in collaboration
with the AfDB Consortium, in the development of the AA/IP, particularly
with respect to the role of decentralized energy in the AA and IP; - Provide technical input and secretariat functions
to the Coordination, Expert and Validation Groups and ensure liaison and
coordination between the AfDB Consortium and the SE4ALL Focal Point during
the AA/IP process; - Support MEM in the establishment and convening of
an inter-ministerial high level co-ordination group with respect to the
AA/IP process; - Critically analyse and provide refinements in the
AA/IP processes, and work with the SE4ALL Focal Point and AfDB Consortium
to establish a complete, high-quality and country owned AA/IP in Tanzania; - Facilitate decision making by the SE4All Focal
Point and communication between the SE4ALL Focal Point, Africa Hub
Partners, Hub Secretariat, and AfDB Consortium Advisory Service Providers; - Liaise and co-ordinate with the SE4All Hubs
(Africa, thematic, and HIO) activities in support of the Tanzanian AA/IP
processes. - Ensure that Tanzanian stakeholders (donor
partners, public, Private, Civil Society, and others) are actively engaged
in the AA/IP development processes and are up to date with proceedings of
SE4All activities in Tanzania and globally (where Tanzania relevant); - Facilitate the co-ordination of SE4ALL reporting
in Tanzania to the Hub Secretariat, UNDP and One UN; - Provide TA to MEM and other national stakeholders
as requested by the SE4ALL Focal Point with respect to planning and
organization of the international SE4ALL conference to be held in February
2015.

and in Tanzania, and related policy and institutional capacity challenges,
in particular, on energy access, renewable energy and energy efficiency; - Strong knowledge of actors and experience with
the Tanzania national energy sector and priority sectors.
Required Skills and Experience
Education:
- Graduate degree (Masters or equivalent) in energy
policy and planning or related discipline, e.g. Electrical Engineering, or
in similar sectors.
Experience:
- At least 10 years of experience in the energy
sector including experience in performing the planning and formulation of
energy for development strategies and associated investment programs; - Expertise in the field of energy and more
specifically in the field of access to energy services, energy efficiency
and renewable energy; - Proven knowledge of energy policy and programmes
in the energy sector in Tanzania; - Proven experience of the SE4ALL initiative in
Africa and in support to country process implementation; - Relevant experience of the sustainable
development; - Work experience with UNDP or UN Agencies in
similar sectors.
Language:
- Excellent written and communication skills in
English are required; - Fluency in Kiswahili will be an asset.
