Cuso
International and VSO, two leading international development organizations, are
planning to launch a new ambitious large scale Small-Medium Enterprise
development project in 4 regions of Tanzania and are looking for a talented,
dynamic and experienced candidate to fill the position of Head of Project –
T-LED (Tanzania – Local Enterprise Development) – to be based in Dar es Salam,
Tanzania.
This
exciting project will run for 5 years and will aim at increasing local content
and keep more of the value chain and income generation within Tanzania,
ensuring that more Tanzanian women and men dir

ectly benefit from growth
markets.

****Role
overview:****
Strategic
Directions and Representation:
  • Provide
    overall strategic leadership and direction for the T-LED project
  • Develop
    and manage partnership agreements and good working relationships with key
    T-LED stakeholders in Tanzania including the Tanzanian government and
    Canadian government representatives.
  • Lead
    on the development of focused and specific collaborations with the private
    sector.
  • Maintain
    a strong understanding of the social, political and economic context
    within Tanzania, as well as issues and challenges pertaining to our
    partners and communities in project areas.
  • Represent
    the T-LED project and network actively with relevant stakeholders, staying
    abreast of the work of other organizations, government initiatives and
    policies, and actively participate in key events, workshops and forums
    where important project related dialogue is taking place and shaping the
    development sector.
Project
Development and Delivery:
  • Oversee
    all aspects of the implementation of the T-LED project and represent the
    project at the Project Steering Committee.
  • Develop
    project logic models, performance measurement frameworks and related
    documents
  • Ensure
    cross cutting themes (gender, environment) are included as appropriate.
    Identify relevant development interventions (including advocacy at all
    levels) to deliver desired outcomes within the project plans.
  • Develop
    work plans based on consultation and review, ensuring that resources
    (volunteers, employees and funding) are allocated appropriately.
  • Ensure
    appropriate project documentation is in place as per quality guidelines.
Line
Management:
  • Recruit,
    manage and motivate a high performing team of staffs and volunteers within
    the performance management framework, ensuring good customer service and
    continuous improvement. Provide leadership as a member of the country
    management team. Work with the support team to effectively delivery
    project goals.
  • Ensure
    that all project staff comply with Project and donor policies and
    procedures.
Budgeting
and Forecasting:
  • Develop
    realistic project plans, work with finance manager to ensure that budgets
    compliance with donor requirements.
  • Together
    with the finance manager develop, maintain and regularly review financial
    plans to deliver project objectives including full participation in the
    annual budget preparation process.
Monitoring
and Evaluation:
  • Lead
    the design and delivery of appropriate monitoring and evaluation
    mechanisms, determine the impact and ensure continuous development and
    learning takes place and that reporting is in line with VSO, Cuso
    International, and donor requirements.
****Skills,
qualifications and experience required:****
Essential:
  • Excellent
    understanding of project cycle management tools to ensure effective
    planning, resourcing, implementation and review of projects and experience
    of organizational assessment, planning and review tools and processes.
  • Practical
    experience of applying development issues at a project or community level.
    Able to demonstrate knowledge and understanding of development issues.
    Experience and knowledge of the relevant project area.
  • Evidence
    of understanding the challenges of donor and contract management and the
    implications for project management.
  • Leadership
    and people management skills, experience of developing, coaching and
    managing high performing teams
  • Experience
    of the financial management of budgets, including building a budget,
    monitoring and managing expenditure. Previous experience of having
    compiled financial reports
  • Able
    to develop multiple ideas to solve an issue or situation and take a swift
    decision, including in a high risk situation.
  • Able
    to adapt to new and demanding situations, with experience of living and
    working in developing countries.
  • Competent
    Data usage: including speedy collation and analysis of complex and high
    volume data, using appropriate Information Technology packages where
    necessary.
