The National Planning Authority (NPA) Senior Macroeconomist Job Vacancy in Uganda

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with Article 125 of the Constitution of the Republic of Uganda (1995). It is a Principal Statutory Agency responsible for management of National and Decentralized Development Planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is
desirous of filling those positions.

JOB TITLE: SENIOR MACROECONOMIST (1 POSITION) RE-ADVERTISED
Reports to: Head, MacroEconomics

Major Function: This is a middle managerial position in the Authority. The Officer will be responsible for providing a wide range of reports on Macroeconomic developments in the economy.

Specific Duties and Responsibilities:
The Senior Officer will be responsible for:
1. Ensuring collection of relevant macroeconomic indicators/database, for the real, fiscal, monetary and external sectors
2. Ensuring maintenance of a statistical database to support macroeconomic modelling analysis and forecasting.
3. Periodically studying historical trends for the whole economy as well as analyzing the macroeconomic developments (for example, inflation, domestic demand, exchange rate, unemployment, public expenditure and other related policy variables)
4. Using quantitative techniques in formulating and estimating economic models that help to explain economic relationships/inter- linkages and can be used for forecasting future trends.
5. Monitor and report on periodic trends and forecasts of major National Development issues and assess their potential impact on Uganda’s economy.
6. 6 Regularly monitor the performance of the private sector and how it responds to major Government interventions particularly those that are intended to improve the overall business operating environment.
7. Liaise with other departments in National Planning Authority in Producing National Development Reports (NDR).
8. Liaise with Ministry of Finance, Planning and Economic Development, Office of the Prime Minister, Uganda Bureau of Statistics, Bank of Uganda and policy research institutions like the Economic Policy Research Centre on matters concerning the measurement and monitoring of major economic and socio indicators of the economy.

Key Result Areas (KRAs):
1. Produce relevant macroeconomic indicators on real, fiscal, monetary and external sectors.
2. Produce quarterly and half yearly reports on the national trends and forecasts of major development issues.
3. Analyze the economy and come up with strategies for improving the investment/business environment for the private sector.
4. Prepare Macroeconomic performance Chapter in the Annual National Development Report(NDR)

Requirement:
Person Specifications/Qualifications:
The applicant must have the following:
1. Holder of a Honors Degree in Economics or Quantitative Economics or a closely related field from a recognized University.
2. A Masters Degree in Economics or Economic Policy and Planning.
3. Good knowledge of economic modelling techniques and use of econometrics packages/soft ware is essential.
4. Working experience of 5 years as an Economist with emphasis on macroeconomic issues with at least 3years at senior level in a reputable institution / organization.

• Excellent Communication skills
• Good interpersonal skills.
• Good report writing skills
• Knowledge and use of econometric /analytical softwares e.g STATA, Eviews, SPSS etc
• Ability to work under tight deadlines.

Remuneration:
Remuneration to all the above positions will be attractive and commensurate with the responsibilities attached to them.
