The National Planning Authority (NPA) Senior Planner Job Vacancy in Uganda

JOB TITLE: SENIOR PLANNER, GEOGRAPHICAL INFORMATION SYSTEMS (GIS) RE-ADVERTISED
Reporting to; Head ICT

Major Function: This is a middle Managerial position in the Authority and the Officer will be responsible for
performing Geospatial information processing by planning, organizing, and evaluating GIS/SDI operations and managing staff.

Specific Duties and Responsibilities:
The Senior Officer will be responsible for:
• Coordinating the geo-spatial datasets, data standards, quality products, analysis, and dissemination of Information used in the development of a National Spatial Data Infrastructure (NSDI).
• Developing, maintaining and managing NPA’s information systems required to help easy storage and accessibility of geo-spatial information.
• Coordinating activities related to NSDI global standard Information Management (IM) tools as well as be the NPA Uganda focal point for the NSDI platform:
• Drafting materials, and conducting continuous in-house training for NPA staff;
• Carrying out periodic training needs assessment for NISDIC members and participating institutions, and recommend specialized courses.
• Maintaining current system; evaluate, recommend, test and install new geospatial technology; contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems;
• Identifying trends, determining system improvements implementing change.
• Provide information by collecting, analyzing, and summarizing data and trends in new Geospatial technologies.Compiling, describing, and, where necessary, reformatting key quantitative data sets including data from several sources such as surveys of households and firms: administrative records: and statistical abstracts, among others.
• Organizing and expanding an extensive collection of spatial (GIS) data sets for Uganda.
• Provide analysis upon demand of the data sets compiled, including the spatial data sets, in order to serve the requirement of the Spatial Planning activities at NPA, make spatial information at NPA available to other researchers and policy analysts.

Key Result Areas (KRAs)
1. Coordinate with all key stakeholders regarding geo-spatial datasets, data standards, quality products, analysis, management and dissemination of Information used in the development of a National Spatial Data Infrastructure (NSDI).
2. Ensure that the National Planning Authority’s Geographical Information systems are developed and maintained.
3. A periodic report on training needs assessment for NISDIC members and participating institutions, and offering support on NSDI matters to the end-Users produced.

Person Specifications/ Qualifications:
The applicant must have the following qualifications:
1. Honor’s Degree in Computer Science: Information Systems: Information Technology; Mathematics; Statistics; Geographic Information Systems (GIS), Geography & Geo-information Management; Physical and/or Urban Planning; Surveying or a Bachelor’s degree in a closely related field to any of the above mentioned areas from a recognized university.
2. Master’s Degree in Computer Science or Information Systems/ Technology, Geo-informatics; GIS, or in a closely related field from a recognized University.
3. Working experience of at least 6 years of progressive responsibility in the area of GIS and IM. Advanced knowledge and extensive high- level practical working experience of GIS application, related tools and software (such as the Arc GIS platform), database development, processing and integration with GIS applications, web application technologies, and Map-Servers are essential.
4. Familiarity with NSDI development and implementation is essential.
5. Demonstrable experience in systems development using NET technologies and Geo-databases like MS SQL Server, MySQL, PostgreSQL, Oracle, Spatialite
