Position Summary:
URC is currently soliciting applications for a Monitoring & Evaluation Officer for a CDC District Health System Strengthening program in Malawi. The DHHS program aims to reduce overall population morbidity and mortality by increasing the effectiveness, sustainability, equity and efficiency of district-based planning, budgeting and implementation processes in selected districts, as well as supporting evidence-based prevention, care and treatment interventions at the facility level. The program will optimize health impact across multiple disease areas but with an emphasis on HIV, mother to child transmission of HIV, maternal and child health, and TB.
Roles and Responsibilities:
• Manage and oversee all program M&E activities;
• Provide technical leadership in the development and implementation of overall monitoring and evaluation framework for project implementation in selected intervention areas;
• Design and oversee ongoing evaluation of health systems and quality improvement activities implemented in participating districts;
• Supervise data collection/analysis/evaluation activities;
• Lead documentation of evaluation results and finalization of tools;
• Ensure incorporation of performance monitoring in program activities and lead reporting; and
• Train partners and field staff in research, M&E, and data for decision making as needed.
Minimum Required Qualifications:
• Advanced degree in public health, statistics, demography or social sciences or relevant area;
• Eight years’ experience in M&E of health programs, including the use of data to inform decision making, communication, planning, resource allocation and other strategic initiatives;
• Demonstrated understanding of and familiarity with a range of applied research and M&E approaches including health information systems;
• Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues;
• Experience and technical expertise working with CBOs, NGOs, and host-country governments, particularly Malawi; and
• Advanced computer, database and reporting skills; familiarity with CDC funded projects and reporting systems.
