Sr. Program Officer / Social and Behavior Change Communication Advisor Job Vacancy in Malawi

General Description:
• The Center for Communication Programs (CCP) is looking for a Social Behavior Change Communication (S/BCC) Advisor with extensive experience in planning, implementing and evaluating S/BCC programs to address health priority areas at the national, district, and community level.

• The S/BCC Advisor will lead the development and implementation of an evidenced based strategic S/BCC program and guide the capacity building efforts to improve local competencies.
• Will also lead the development and facilitate the implementation of a theory based S/BCC project strategy.
• Ensure linkages between the S/BCC interventions and overall project goals and objectives.
• Ensure that S/BCC activities are implemented based on current theories, research, best practices, and internationally recognized state of the art programming.
• Oversee the design and development of various S/BCC interventions, including mass media campaigns and S/BCC tools.
• Take the lead in the development of innovative ways to address family planning , HIV/AIDS, and MCH issues so Malawians are better able to advocate for their own health, practice positive health behaviors, including timely use of EHP services, and are engaging with a responsive health care system.
• Lead efforts to ensure continuity and harmonization of messaging between various partners and linkages.
• Liaise with Service Delivery and other partners to ensure S/BCC is integrated into interventions at all levels.
• Ensure strong links between communication and community mobilization activities, as well as at the systems level.
• Ensure S/BCC programs are rolled out as planned and having impact.
• Contribute to the development of S/BCC capacity building efforts including training, mentorship and on the job learning components.
• Mentor S/BCC project staff and develop their skills to design and implement programs.
• Provide technical assistance to build capacity of local institutions to strengthen their interventions and S/BCC skills.
• Work with the R&E to plan and implement a comprehensive monitoring and evaluation system that will inform all BCC interventions.
• Lead efforts to stay on top of latest thinking on S/BCC and health seeking behaviors from an international perspective that can be applied locally.
• Perform job duties/responsibilities in support of CCP’s Mission and Values, and participate in active business development/marketing initiatives as appropriate.
• Other duties may be assigned. S/BCC Advisor may be responsible for supervising a team of about 3-5 individuals, including S/BCC Program Officers, Zonal S/BCC Program Coordinators and S/BCC Team Lead.
• Excellent advisory, consensus building, and networking capabilities with an emphasis on bringing together stakeholders from the private, public, and NGO sector.

Qualifications:
• Masters Degree required in Public Health, Development Studies, Social Sciences or related field.
• Five years related experience required.
• Demonstrated experience in developing, implementing and evaluating strategic S/BCC programs required.
• Demonstrated experience in developing, implementing and evaluating strategic S/BCC programs.
• Knowledge of relevant BCC and Social Change theories.
• Experience in developing mass media “platform” campaigns and S/BCC tools.
• Experience in providing technical assistance related to S/BCC and health seeking behaviors in the Africa Region.
• Understanding of the factors that contribute to maternal and child health, family planning , malaria and HIV in Africa and in Malawi specifically.
• Strong English language skills required. Chichewa language skills a plus but not required.
• Additional relevant experience and/or training may substitute for some education.

Preferred Qualifications: Experience with international best practices in behavior and social change communicated.
