Monitoring and Evaluation Manager – BLM
Will coordinate DREAMS project activities
including any studies that may be conducted, S/he will support in the
development of M&E Systems and will facilitate and coordinate M&E
processes, continuous monitoring of the effectiveness of programme activities,
Surveys and evaluations

Documents outputs of field processes,
significant accomplishments and lessons learned to inform project management
planning and dissemination, Disseminations M&E results and information to
staff at the community, District, district office and support office levels as
well as partners and programme beneficiaries, Provides specific data to
relevant staff upon requests, Participates in forums to share program based
information with stakeholders at the district and national levels, Develops
brief monthly and detailed quarterly reports to keep managers informed on
programme activities and performance, Edits and publishes a quarterly update
for staff which contains M&E reports, Develops performance tracking tables
and reports, Coordinates the development of Performance Indicator Reference
Sheets for all programme activities, Creates and maintains database systems for
the programme, Prepares comprehensive schedule for data collection of all
programme activities, Assist to develop and submit quarterly and monthly work
plans to ensure timely and successful implementation of programme M&E
activities, Validates field data/reports, Produces outputs from the database in
accordance with reporting requirements, Attends DREAMS meetings related to
Monitoring and Evaluation with other NGOs, Govt offices and improves the flow
of information among these institutions, Supervises and coordinates data
collection, activities at both community and district levels and provide
technical backstopping, Manages and updates data on the database regularly,
Ensures indicators are met as per M&E plan, Develops a system to keep the
Programme managers on track on complying with donor reporting requirements,
Supports the preparation of M&E reports/documents on programme activities
for donors, MSI and BLM,  Complies weekly/monthly reports for all
field activities as per the summary template of reports, Ensures that any
incidents or issues of note are reported to the Programme Managers, On-going
adaptation of the database to collate targeting, demographic and progress information,
With the programme managers and Programme staff conducts programme assessment,
needs assessment and other studies on beneficiaries receiving BLM assistance,
Leads and conducts baseline and evaluation studies for the project, In
association with the senior programme manager and project manager, designs an
M&E system to ensure that the project strategic plan is implemented,
Designs data collection instruments to monitor outputs, outcomes and impact of
the programme to be used at both community and programme level using both
survey techniques and participatory monitoring techniques, With support from
the monitoring and evaluation manager, facilitates the review of programme
documents ensuring adequate provisions for M&E, development of M&E Plans,
Programme Performance Monitoring Plan, M&E Guide, training guides
Degree in Social Science/Science or other
numerate discipline, Certificate or professional qualification in research and
analysis, Minimum of 3 yrs proven professional experience as an M&E officer,
in the field health or other development activities of which at least 2 yrs in
national/international co-operation agency, govt or private sector
Use of Microsoft
including  Excel, Access, Power Pint and Word, Higher skills in the
statistical domains such as SPSS, SAS and Epi info, Experience in conducting
KAP surveys, Focus Group Discussions and Case Studies, Experience in using
SPSS, Epi Info, Access and other similar applications, Experience in writing
research study summaries and reports.
