Under
the guidance and technical oversight from the Deputy MER Director, the HIV
M&E Officer is responsible for the implementation of the SSDI-Services HIV
Expansion M&E system, and ensure HIV data

quality assurance in the HIV
focus Districts and selected health facilities in accordance with MOH/HIV
Department guidelines, The M&E Officer will be responsible for facilitating
routine data collection, reporting and providing routine M&E technical
assistance, capacity building, mentoring and supervision of HIV/TB Technical
Officers, facility statistical clerks, health providers and MOH, Will conduct
routine data quality assurance exercises and participate in the HIV Quarterly Program
and M&E supervisory visit with MOH with the focus on improving HIV/TB
reporting systems and data quality
Oversee
the rollout and management of the program monitoring and evaluation
system, and facilitate adherence to PEPFAR and MOH/HIV Dept reporting
requirements in the focus district, Ensure accurate recording and timely
reporting of relevant PEPFAR indicators including HIV.AIDS Care and Treatment,
PMTCT, Prevention Services (including FP/HIV Integration) and monitoring
adherence and retention of patients in care (including community tracking of
clients), Works closely with Deputy MER Director and SSDI HIV Expansion Team at
national and district level to facilitate all M&E capacity building
activities, support training of facility providers and data clerks in the
HIV-focus facilities sites about data recording, data use, PEPFAR indicators
and collection of good-quality data for decision making and reporting, Conduct
Data Quality Assessment (DQA) visits to validate the routine HIV/TB data and
participate in the joint supervisory visits and onsite coaching, Service as a
technical resource on M&E for the SSDI HIV Expansion and overall
SSDI-Services project (including MOH counterparts) to ensure use of data on
HIV/TB indicators from the facilities (and communities) to improve programming
and strengthen MOH and project information system, Works closely with the
HIV/TB Technical Officer, and HIV/TB director and Jhpiego Database Team to
maintain facility level database of all relevant HIV/TB PEPFAR indicators,
Facilitate periodic data reviews to track and compare accomplishments against
targets and recommend implementation adjustment as needed, Oversee monitoring
of health care provider trainings using TrainSMART, Participate in the internal
and external quality assurance activities implemented by PEPFAR and MOH, Assist
in preparation of monthly, quarterly and Semi-annual PEPFAR Progress reports
and contribute to other required technical reports, ensuring timeliness of
reporting and dissemination of project information according to MOH, and USG
reporting guidelines, Assist in the implementation of SSDI HIV Expansion
project documentation, including ongoing gathering of qualitative information,
success stories with a human face, case studies, lessons learnt and other
relevant information in close liaison with the HIV/TB Director, Communication
and knowledge Management Specialist, M&E and HIV Technical Team, Develop
and maintain excellent relationships with colleagues and MOH counterparts

Bachelors
Degree in public health, demography, biostatistics or other health related
discipline, OR Diploma in health, social sciences or related field and at least
5 yrs of relevant experience in monitoring and evaluation with proven success,
Proficiency in use of SPSS/STATA/EPI Info, and MS Office, Familiarity with
DHIS2 application is an added advantage, Knowledge of Malawi national, zonal
and district health management information system and specifically the HIV
Component, Sensitivity to working with multi cultural groups, especially in
rural areas, Experience working with local/international NGOs and knowledge of
the local context is essential, familiarity with USAID program is preferred,
Good interpersonal and communication skills in English and Chichewa,
Willingness to travel extensively to program locations (Approximately 60% of
time)
