Founded in 2002 by
President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a
global health organization committed to strengthening integrated health systems
around the world and expanding access to care and treatment for HIV/AIDS,
malaria and other illnesses. Based on the premise that business oriented
strategy can facilitate solutions to global health challenges, CHAI acts as a
catalyst to mobilize new resources and optimize the impact of these resources
to save lives, via improved organization of commodity
markets and more
effective local management. By working in association with governments and
other NGO partners, CHAI is focused on large scale impact and, to date, CHAI
has secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.
In 2016, The Clinton
Health Access Initiative has revised its MOU with the Government of Malawi to
improve access to health care, and health systems strengthening. Subsequently,
as part of this MOU, CHAI has provided national support to HIV/AIDS drug
pricing and programmatic work, supported the pilot and scale-up of prevention
of mother-to-child transmission of HIV (PMTCT) initiatives, expanded access to
ART for children, strengthened the Malawi’s Lab system and human resources, and
scaled-up an integrated nutrition program for children. More recently, CHAI has
expanded its support to Malawi to include severe Malaria, Human Resources for
Health, Vaccines (pneumococcal and rotavirus) and Health Financing.
To support CHAI’s
undertaking in partnership with the Malawi’s MOH, CHAI is seeking a well
qualified and experienced individual of high integrity to fill the position of
Deputy Country Director for CHAI Malawi with immediate effect.
Position
overview:
Based in Lilongwe,
Malawi, the Deputy Country Director (DCD) will be a key partner to the Country
Director as well as CHAI’s global teams to ensure the overall success of CHAI
programs in Malawi. The DCD will help coordinate and support CHAI Malawi’s team
to achieve the Program’s objectives and sustain strong relations with the
Ministry of Health, other government agencies, and development partners. The
DCD will support the Country Director, Finance Leadership, and Senior Program
Managers in CHAI Malawi’s programmatic and operations management, as well as
fundraising efforts.
RESPONSIBILITIES:
SENIOR
LEADERSHIP:
- Support
the Country Director to develop and implement programmatic and operational
strategies and agendas, to achieve the government’s priorities and in
alignment with the CHAI global strategy; - Lead
the Operations function to meet programmatic goals; - Operate
from a broad strategic perspective while simultaneously addressing an
appropriate level of detail; - Establish
and achieve relevant milestones for country programs in a fast-paced and
changing environment; - Know
relevant national laws and legal obligations pertaining to CHAI’s
operations in Malawi to ensure comprehensive CHAI compliance - Ensure
willing and continuous compliance with all CHAI policies, procedures, and
guidance from CHAI leadership including the CEO, COO, Regional Vice
President, and global departments.
PEOPLE
MANAGEMENT
- Work
with Senior Program Managers and Country Director to identify human
resource needs and assist in recruitment to ensure appropriate staffing
and administration in a multicultural environment; - Work
with HR to lead and support talent management initiatives, succession
planning and continuous feedback
COMMUNICATION
AND RELATIONSHIP MANAGEMENT
- Navigate
complex government processes with multiple influencers and be effective in
negotiating and achieving consensus; - Work
with the Country Director and Senior Program Managers to ensure that
communication with the donors and external stakeholders is well managed - Foster
and maintain effective bi-directional communication and coordination with
CHAI Global teams/Boston
PROGRAM
MANAGEMENT
- Act as
a technical and program advisor to the government and among health partner
groups, technical working groups and similar forums; - Maintain
a thorough understanding of the health sector including HIV/AIDS, malaria,
TB/ and or maternal and child health as well as health systems priorities
and gaps; - Support
program teams with activities prioritisation
PROBLEM
SOLVING
- Work on
complex problems without extensive structural or operational support; - Identify
major implementation barriers and develop practical operational and
programmatic solutions - Rigorously
and logically identify and isolate problems across program and operations
functions
FINANCIAL
MANAGEMENT
- Plan,
execute, and help achieve program objectives, within budgetary
constraints; - Support
the development of processes and tools for planning, budgeting, financial
reporting, and monitoring and reporting programmatic progress; - Support
program managers and the finance team in grant management and tracking - Support
all fund raising initiatives

QUALIFICATIONS
- 10
years’ or more experience in private or public sector, with increasing
levels of responsibility and leadership; with - A
Bachelor’s degree, Master’s degree is an added advantage;
- Experience
in HIV/AIDS, malaria, TB and/or health systems environment; - Experience
in an Operations and or programatic role with multiples stakeholders; - Experience
living or working in Malawi preferred
