  1. Background:

Since 2011, the IRCT
has been implementing a project in Burundi, the Democratic Republic of Congo
and Rwanda. The aim of the project is to support Victims of torture and their
families living in rural areas of Burundi, DRC and Rwanda to access more
effective torture rehabilitation services. Each of these three countries is
emerging from long periods of genocide, civil war and/or ethnic conflicts;
sporadic violence continues to be a reality. The Great Lakes project 6 partners
that provide key health services for marginalized groups in the project
countries. Partners remain some of the few organisations to provide support
services for torture victims. They employ nurses, social workers, medical
doctors, psychologists and counsellors, skills that are in short supply in each
country. A key mandate of the IRCT Secretariat is to increase partner’s ability
to consolidate their constituent and donor base, to cooperate strategically
through more effective networking, to secure more effective coverage of their
advocacy in the media, and to participate in more constructive dialogue with
the States. The IRCT are targeting Skills development in advocacy,
sensitisation, and lobbying techniques to increase the confidence of the
action’s partners and associates to represent victims of torture to key
stakeholders in their respective local communities, including local
authorities. The implementation of partner and associate-led advocacy
initiatives will facilitate holding governments accountable to their
obligations. IRCT considers communication and advocacy as essential elements in
all development interventions and change processes. Using communication and
advocacy strategically enhances the impact of interventions. IRCT is now
planning a 5 days training of its partners to improve their capacity to plan,
design and manage communication interventions and advocacy communication
campaigns on the right to rehabilitation of torture victims.

Purpose of
the Training Consultancy

To strengthen the
partners’ capacity to plan, design, and manage effective development
communication interventions and advocacy communication campaigns on the right
to rehabilitation of torture victims

Target Group
18 Staff of rehabilitation centers and their counterparts working on the
prevention of torture and rehabilitation of victims

Duration

It is envisaged that
the consultancy will require a total of approximately 9 working days. The three
key deliverables (A Training curriculum, training workshop and the training
report) must be completed by 24th June 2015 at the latest. The training
workshop will take place between the 15th and 19th June
2015.

Training
Outcome

The main expected
results of the training workshop are:

· A better
understanding of the tools and processes of institutional advocacy

· Improved synergies
among the organizations of civil society to advocate for the right to
rehabilitation of torture victims

Training outcomes
are explained below

Planning
advocacy:

This should include sessions on context mapping, problem analysis and prioritization.
It will also include information on identifying advocacy targets, developing
advocacy strategies and activities, and agreeing resources and a timeline.

Doing
advocacy:

Sessions on different approaches for reaching, educating and persuading a range
of audiences using mass media on the right to rehabilitation. It will also
explore outreach and mobilization initiatives, lobbying, and working in
coalitions and alliances.

Advocacy
skills:

This will include sessions on the leadership skills rehabilitation centres
require to oversee effective advocacy efforts. It will include information on
core life skills such as decision-making, conflict negotiation, alliance
building and effective communication

Methodology The methodology must count
on participatory and interactive activities. Moreover, it must alternate
plenary presentations and group work to better mobilize participants’
experiences and facilitate greater ownership. Frequent references to specific
and relevant case studies on the right to rehabilitation of torture victims are
a must.
Task of the
Consultant

In addition to the
facilitation and animation of five-day workshop, the consultants will suggest,
design and develop relevant training material. For this purpose, a close
interaction with the IRCT project team is required. After the closing of the
workshop, the consultants will be required to assess the training and drafting
the training handbook. The handbook for participants will support staff’s
participation during the training and afterwards.

The handbook will
cover the following:

· A short summary of
the key information covered during each core training session

· Additional tips,
information and guidance that will be useful for partners after they have
concluded the training and are leading advocacy activities in their communities
The report has to be submitted to the project team no later than five days
after the workshop. The total working period for the consultancy will be 9 days
i.e. from 10th June to 23rd June 2015.

Applicants
Eligibility Criteria:

The consultant
should have at least a Master’s Degree in Communication with ample experiences
in training on strategic communication and advocacy(or Bachelors with strong
experience in Advocacy); clear understanding of Civil Society in Africa and understanding
of the Human Rights situation in the three countries is required. Communication
ability in both French and English is mandatory.
