VACANCIES IN THE NATIONAL AGRICULTURAL ADVISORY SERVICES (NAADS) SECRETARIAT

The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs; the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following positions at the NAADS Secretariat.

HUMAN RESOURCE AND ADMINSTATION OFFICER
Reports to: Finance and Administration Manager. Job Purpose: To provide administrative and human resource Management support to the NAADS Secretariat.

Functions
i. Head of the human resource and administration unit of NAADS Secretariat.
ii. Develop, formulate, recommend and update human resource policies, administrative procedures, strategies and systems.
iii. Initiate and take lead in the preparation of work plans and budgets for administration and human resource section
iv. Provide leadership to Administration and Human resource Staff.
v. Coordinate the periodic review and update the terms and conditions of service, in consultation with the staff and management team.
vi. Ensure staff welfare policies and programmes are implemented.
vii. Coordinate the process of staff recruitment/Selection as and when necessary.
viii. Coordinate and participate in drawing up and implementing staff development progranmmes.
ix. Ensure and maintain an effective information system for the administration and human resource section
x. Handle staff grievances and update management on disciplinary measures and ensure consistence and equitable implementation
xi. Prepare and submit quarterly and annual reports on activities of administration and human resource to the Finance and Administration Manager
xii. Ensure all statutory regulations relating to staff employment are being implemented in the organization.
xiii. Keep salary information up to date at all times and send to the Finance department timely monthly payrolls. …
xiv. Perform any other duties, that may be assigned from time to time by the supervisor

Requirement:
Qualification and Experience
• Bachelor’s degree in any of the following; Human Resource Management , Social Work and Social Administration, Organizational Behaviour or Industrial Psychology.
• Masters degree in Human Resource Management, or its equivalent.
• Post-graduate diploma in Human Resource Management.
• Five years experience in similar position preferably in busy private or public institutions.
• Excellent computer skills
