The Management of YUMN Ltd would like
to recruit a qualified candidate to the following positions:
 COMMUNITY DEVELOPMENT OFFICER
I. MAIN FUNCTION
Providing a range of social
initiatives, action plans and/or policies relevant to specific program areas
for people w

ho live, work and study in the vicinity of the Project.

This position will include planning,
developing, coordinating, implementing and evaluating a range of
community/social initiatives, as determined by company management.  These
initiatives will be applied by using community development strategies (e.g.
asset based community development) and working collaboratively with key
agencies and develop sustainable partnerships.
II. TYPICAL WORK ACTIVITIES
  • To
    develop community development strategies (e.g. asset based community
    development –    
     
A,B,C,D…) to  implement community initiatives.
  • To
    manage and coordinate community events and activities.
  • To
    work in partnership with the local community to support neighbourhood and
    family networks,    
      to
facilitate local participation and access to facilities and services
  • To
    encourage local creativity, vibrancy and diversity.
  • To 
     work   with   community services, municipality
    councils and staff to achieve community    
     
development  outcomes.
  • To
    develop and maintain effective communication and foster partnerships with
    a variety of non-
      
government organisations providing services in Rwanda and Gisagara district.
  • To
    develop and maintain effective communication links with residents of
    Kabumbwe cell.
  • setting
    organisational sustainability targets, and developing plans to meet those
    targets and
      oversee
their  delivery.
  • Work
    within the framework of the management plan to identify community leaders
    who seek
      
involvement  in developing neighbourhood/community projects.
  • Maintain
    a grievance monitoring system in order to collect feedback and concerns
    from
     
neighbouring  communities
  • Facilitate
    the administration and progress of any relevant working
    parties/committees.
  • Prepare
    relevant reports for Council.
  • Manage
    allocated budgets associated with the establishment and management of
    programs.
  • Investigate
    and secure external funding through grants and/or sponsorship where
    possible.
  • Generate
    a sense of ownership and empowerment by the community to develop local
    initiatives to
      
benefit the local community.
  • Provide
    leadership as the Project Manager.
III. HOURS OF WORK
  • A
    basic Monday – Friday work week:
     starting hour as assigned by
    Plant Manager.
The responsibilities of the job will
require greater than 40 hours per week to accomplish with some night-time and
weekend duty as required by the circumstances of the job.
IV. QUALIFICATION (EDUCATION AND
EXPERIENCE)
  • Relevant
    tertiary qualifications in the social sciences/humanities/arts.
  • Significant
    experience working with community groups, local governments, non-profit
     
organization and   non-governmental organisations.
  • Demonstrated
    project management and event experience, including budget management and
    the
      
management of casual staff and volunteers.
  • Good
    interpersonal skills, including negotiation and conflict resolution
    skills.
  • Good
    verbal and written communication skills.
  • English
    and Kinyarwanda fluent
