World
Vision seeks to hire a highly qualified, dedicated and experienced national for
the position of CORE Project Manager. This position will be based
in Rusizi District, and reporting to the Western Regional Manager.
 Purpose
of the position:
The
role of project manager  is to provide overall technical and managerial
leadership that leading  to the development & implementation of
strategies, financial management, project management, and monitor the
implementation and all administrative and human resource management of the CORE
project in both Rusizi and Nyamasheke.
The
major responsibilities:
Provide
Strategic leadership& Management to CORE project
  • Provide
    strategic direction and priorities based on project goal and WV National
    strategy and its commitment to the improvement of community well being.
  • Direct,
    coordinate and support the successful development, dissemination, roll-out
    and monitoring of Core project plans and implementations in Rusizi and
    Nyamasheke districts.
  • Provide
    effective leadership to staff within the  Core Project to effectively
    deliver in their districts and achieve the set targets as per the project
    Plan;
  • Communicate
    the organization’s Visionary plans to the team and coordinate the delivery
    of the same;
  • Ensure
    that local level programming contributes to national and county level
    sector strategy
  • Ensure
    integration of cross cutting themes.
  • Ensure
    and strengthening partnership with local government and other partners
Quality
Assurance
  • Ensure
    successful development and roll out of plans, budgets and M&E tools
    which are aligned to the Core project and NO strategy
  • Coordinate
    the DME roles of the M&E specialist under the project to ensure the
    quality of DM &E processes
  • Ensure
    quality and learning in implementation, monitoring and evaluation of WVR
    and donor program interventions.
  • Ensure
    of development of appropriate tools for methodological approaches,
    technical guidelines, training / capacity building, DME support and
    accompanying business processes.
Capacity
Building for Quality Programming
  • Lead
    the identification of capacity building gaps for the team
  • Develop,
    monitor and regularly update the CORE staff development project
  • Ensure
    capacity building initiatives and learning platforms for the staff.
  • Liaise
    with the Zone, P&C and IPD for staff capacity development and
    Management of staff Agreement and Appraisals
Development
& implementation of strategies
  • Lead
    the development and Implementation of annual DIPs for the project.
  • Advocate
    with local authorities for recognition of practices, and policies that
    promote the rights of off farm activities in the districts.
  • Identify,
    promote and document innovation from CORE project
Monitoring,
Evaluation and Reporting
  • Prepare
    monthly, quarterly, semi-annual and annual reports according to LEAP,
    donor, and WVR standard and submit timely
  • Support
    the collection and documentation of impact and success stories.
  • Monitor
    project activities in accordance with the project milestones, working
    collaboratively with DME staff.
Accountability,
Assets and Finance Managements
  • Implement
    Internal controls and ensure compliance with WV requirements, controls and
    procedures
  •  Manage
    project assets and Finance as per policy/standards
  • Lead
    the procurement and logistics as per WV procedures
Child
Protection and Wellbeing
  • Ensure
    the impact (negative % positive) of Core on the wellbeing of children.
  • Ensure
    that Core project components, products and activities do not contribute to
    any form of child abuse or infringement of child rights
  • Promote
    and sensitize communities, clients and other stakeholders about children’s
    rights and responsibilities.
  • Ensure
    that child protection policy and guidelines are strictly adhered to among
    all staff, communities and clients you interact with.
Staff
management
  • Monitor
    staff attendance and manage all P&C  related task at project
    level
  • Ensure
    Christian Values, activities, devotion and church relations achieve
    optimum attention and commitment by all staff within the project level
  • Provide
    continuous leadership and guidance to project staff through coaching and
    mentoring
Qualifications: 
Education/Knowledge/Technical Skills and Experience
The
following may be acquired through a combination of formal or self-education,
prior experience or on-the-job training:
  • Master’s
    degree with at least 5 years of experience or Bachelor degree with 7
    years’ experience in Grants management working in a large NGO/UN
  • Advanced
    studies in economics & business studies development 
    preferably.  Should have been involved in project design and
    implementation. Experience in project monitoring, evaluation and report
    writing is essential..
  • Proven
    experience in management of SIDA, KOICA or USAID Grants
  • Business
    oriented mind set
  • Track
    record demonstrating high integrity, reliable and dependable
  • Excellent
    communication skills in English and Kinyarwanda
  • Networking
    and influencing skills
  • Ability
    to work with minimal supervision.
