Vision seeks to hire a highly qualified, dedicated and experienced national for
the position of Design, Monitoring and Evaluati

on Specialist. This
position will be based at the Head Office in Kigali, and reporting to
the Program Manager

 Purpose
of the position:
To
ensure quality implementation of ministry priorities that are designed to
contribute to the sustained well-being of children, especially the most
vulnerable. Technically support THRIVE Programme & Grants Projects DME
activities to ensure evidence-based programming and hence improve the quality
of program effectiveness. This entails supporting IP/Ministry Quality
Departments to ensure that WVR has, executes and monitors NO Strategy; that
NO  has the capacity to effectively assess, design, implement, monitor and
evaluate programs in accordance with the World Vision International’s
programming tools; and that NO is accountable to sponsors and donors through
periodic and timely reporting.
In
addition the position entails supporting WVR to:
  • Define
    dashboard indicators, their measurement processes and tools to ensure
    pragmatic organizational effectiveness.
  • Implement
    programming systems and processes such as Horizon, LEAP and sponsorship
    transformation to ensure WVR is a center of excellence for this work.
Communicate
World Vision’s Christian ethos and demonstrate a quality of spiritual life that
is an example to others.
The
major responsibilities:
  • Technically
    support Programmes & projects DME activities to ensure evidence-based
    programming and hence improve the quality of program effectiveness
  • Ensure
    successful baseline and evaluation surveys for Area Programmes/Clusters
    that are designing/redesigning
  • Ensure
    effective use of LEAP 3, horizon and singlestep to increase programming
    effectiveness and efficiency
  • Establish
    and Manage the programs’ database (relevant programming data, impact and
    success stories)
  • Work
    with the DME team to produce high quality CWB & GNOD reports that
    produce evidence of our work and make changes to THRIVE programme based on
    findings.
  • Ensure
    effective scale up and depth in programming based on evidence
  • Monitor 
    the implementation of Audit recommendations, SOIs and other sponsorship
    business processes and strengthen the capacity of program staff in the
    quality and monitor the implementation of audit recommendations
  • Develop
    Monitoring and Evaluation (M&E) tools to collect relevant program
    information including crosscutting themes to inform development
    programming
  • Develop
    Annual Business plans (or other relevant strategy monitoring documents)
    and monitor their execution
  • Review
    THRIVE Program Designs and DIPs in accordance with LEAP guidelines and WV
    Rwanda Strategic direction
  • Develop
    concept papers, proposals and their budgets for funding in line with World
    Vision standards (LEAP/donor requirements, CWB) and World Vision Rwanda
    strategic direction.
  • Maintain
    good working relationship with Support Offices and EARO by timely responding
    to relevant DME issues
  • Build
    the capacity of program staffs in participatory approaches (DPA) that
    engage the community in meaningful discussions on their preferred
    direction, program partners, volunteers and community members in doing
    assessment and supervise assessment exercises for new Area Programmes in
    line with LEAP processes and guidelines
  • Prepare
    monthly, quarterly and annual activity reports and submit them to the
    supervisor
  • Participate
    in National Office activities / events and plus any other assignment given
    by line management or senior leadership.
Qualifications: 
Education/Knowledge/Technical Skills and Experience
The
following may be acquired through a combination of formal or self-education,
prior experience or on-the-job training:
Minimum
Qualification required:
  • A
    Bachelors Degree in Economics, Statistics, Social Sciences or related
    field. Masters degree in Project Management is an added advantage.
Experience: 
  • Must
    have a minimum of 5 years experience in development work, preferably
    working in a large NGO/UN. Should have been involved in project design and
    implementation. Experience in project monitoring, evaluation and report
    writing is essential.
Technical
Skills & Abilities:
  • Must
    have a clear vision of the key accountabilities, and be determined to
    achieve all set targets in line with short, medium and long term targets
    and objectives.
  • Ability
    to work with minimal supervision.
  • Excellent
    negotiation skills.
  • Knowledge
    of statistics software (at least SPSS and CSpro).
  • Computer
    literacy (at least good command of word and excel)
  • Excellent
    knowledge of English language and Kinyarwanda.
