organization implementing development programs in 17 Districts of Rwanda.
World
Vision Rwanda seeks to hire a highly qualified, dedicated and experienced
national for the position of Finance Manager. The position will be based
in Kigali at the Head Office and reporting to the Finance and Support
Services Director.
Purpose
of the position:

To
provide overall management of the finance function at the National Office, by
promoting financial stewardship, accountability, reliability and accuracy of
financial information to be used by management for decision making. In
collaboration with Finance and Support Services Director, to develop and
implement financial policies, ensuring compliance at both Cluster and
 Regional levels, and to ensure effective resource utilization and safe
guarding of assets according to WV approved policies and procedures
In
order to succeed, the Finance Manager must be able to effectively communicate
World Vision’s Christian ethos and demonstrate a quality of spiritual life that
serves as an example to others – must be a role model, practice servant
leadership and be an ambassador for WV ministry in areas where WVR has
operations
The
major responsibilities include:
  • Facilitate
    annual budgets and Cash flows reviews and provide relevant feedbacks to
    Line managers on time.
  • Ensuring
    that Clusters and projects are spending in line with approved budgets and
    timeline.
  • Develop
    and institute budget monitoring tools which will support Clusters and
    projects
  • Provide
    technical support in the development of project proposals with a view of
    advising on key strategic financial implications as per FFM and Donors
    requirements.
  • Monitor
    Regional projects funds through my PBAS database and communicate changes
    to projects, operations and finance director as appropriate
  • Create
    and update planned budgets & requests in my PBAS in line with program
    design, approved budgets and proposals.
  • Ensure
    that consolidated Regional / Cluster annual/quarterly cash flows and
    monthly cash funding requests are prepared and submitted to the head
    office as per Regional needs and on timely manner.
  • Ensure
    timely preparation and submission of all monthly, quarterly, bi- annual
    and annual projects financial reports to WVR head office, WV FFR database
    and Support Offices.
  • Review
    all project related financial transactions to ensure that they are within
    the approved scope of project activities and donor requirements and that
    they are in compliance with the financial procedures and FFM requirements.
  • Participate
    in the year-end closing processes including timely submission of year-end
    reports, appendices and carry-forward guideline requirements.
  • Ensure
    that Regional Finance office provides timely cash/cheque disbursement
    services to all internal and external projects/zone clients including
    management of all bank accounts in the zone.
  • Ensure
    cost effectiveness through competitive bidding process and quality
    products/outputs at the Ronal level.
  • Contribute
    to the development of appropriate policies and procedures for procurement
    of goods and services.
  • Prepare
    monthly management reports to the Finance and Support Services Director.
  • Ensure
    that all LDRs for all staff are properly prepared and filed at the
    National Office level.
Qualifications:
Education/Knowledge/Technical Skills and Experience
The
following may be acquired through a combination of formal or self-education,
prior experience or on-the-job training:
  • Must
    have a university degree in Finance or Accounting or management.
  • Must
    have a proven knowledge of Generally Accepted Accounting Principles and a
    practical knowledge of financial systems and internal controls.
  • Require
    proven knowledge and experience in accounting packages especially
    sunsystem & vision executive, spreadsheet applications and an
    understanding of data processing concepts and systems.
  • Must
    have skills and ability to organize and conduct trainings.
  • Must
    have a minimum of 5 years’ experience in financial accounting, preferably
    in a managerial position within an International NGO.
