Duties and
responsibilities:
Under the general
supervision of the Head of Programme and the direct supervision of the M&E
officer, within delegated authority, the M&E database Assistant will be
responsible for the following duties: RMED/COMPAS data quality
control
Monitor
the overall performance of the M&E Database, Rwanda M&E Database
(RMED);
Regular
checking on beneficiary movement and stock movement to avoid any abnormalities;
Compare
planned and actual number of beneficiaries and stock movement on a monthly
basis;
Follow
up with Cooperating Partners (CP) Reports on a monthly basis and work closely
with field monitors and UNHCR in reporting;
Check
logistics data, including daily logistics’ Project Status Report (PSR), to
ensure that there is no inconsistency between Logistics and Programme data;
Investigate
CP reports, PSR report, and waybills to resolve discrepancies; and
Closely
monitor loss data with field monitors and logistics.
Data
Processing/Reporting
Extract
reports as needed from the database;
Enter
commodity data into the Commodity Movement Processing and Analysis System
(COMPAS) on a monthly basis;
Prepare
CP (Cooperating Partners)-held stock report every month; and
Prepare
data reporting for the Standard Project Reports (SPRs).
Other Databases
support
Data
entry in One UN Program Monitor (PM) with WFP activities.
Database
update, development and maintenance
Extension
and closing of sites in the system based on project documents;
Adjust
beneficiaries’ baselines, updated planned rations and commodities; and
Register
new approved projects, modify end dates, and ensure correspondence between RMED
and COMPAS codes.

Minimum
qualifications:
Education:
University degree in
one of the following disciplines: statistics, information technology,
economics, agriculture, geography, nutrition, international development or
business administration.
Experience:
At least five years
of progressively relevant responsible experience, of which at least two years
closely related to database management.
Knowledge:
strong knowledge of
data collection, treatment, database management and manipulation techniques.
Advanced computer skills, including at least intermediate skills in windows
based word processing, spreadsheet, database, MS Access, the SPSS statistical
program. Working knowledge of basic statistics.
Language:
Good command of
English or French (both written and verbal communication) and working knowledge
of the other. A good level in Kinyarwanda.
Desirable
Knowledge and Skills (Additional skills which the candidate should possess
to provide a competitive edge versus other candidates):
Advanced knowledge
of MS Access and the SPSS statistical program. Familiarity with quantitative
and qualitative survey techniques. Experience in the design and implementation
of food aid programmes; Experience of working on M&E programmes and in

Duties and
responsibilities:
Under the general
supervision of the Head of Admin/Fin and the direct supervision of the
Admin/Fin Officer, within delegated authority, the Administrative Assistant
will be responsible for the following duties:
Label
and record in the Assets Management Database (AMD) WFP new inventory items; ensure
regular track of WFP equipment in the AMD, maintain an Excel table for physical
inventory check;
Delete
disposed items from the Database;
Conduct
physical inventory;
Ensure
the distribution of office stationary is done properly and timely advise supervisors
on replenishment;
Monitor
water usage of the compound and arrange for timely replenishment;
Monitor
the work of the cleaning company in the office building, the garden, the lawns
and the collection of garbage;
Ensure
that repairs of the building and other premises of the compound and the
furniture are timely reported to the supervisors;
Assist
the Transport Assistant in the fuel consumption tracking and reporting;
Draft
and type various correspondence and reports (inventory, water, protocol, fuel
consumption reports, office stationary …);
Serve
as a contact person for maintenance of office equipment (computers, network,
photocopiers, printers, telephone, fax, generator etc.)
Process
the custom clearing of items purchased abroad and personal effects for
International staff;
Perform
other related duties as may be required.
Minimum
qualifications:
Education:
A university degree
in Business Administration, economics, law, management or any related fields.
Experience:
At least five years
of progressively responsible support work experience in general administrative
work, logistics, accounting/finance and law.
Knowledge:
Excellent computer
skills (Windows programs, MS Word, MS Excel, Power Point).
Language:
Good command of
English or French (both written and verbal communication) and working knowledge

Under the direct
supervision of the Deputy Country Director, the Procurement Officer NOB will be
responsible for the following duties:
Solicit
and analyze quotations , recommend award of purchase order and prepare purchase
orders
Review
purchase requisitions for compliance with procedures and specifications.
Prepare
Food Contracts, Commodity Contracts Transport Insurance’s for the country
Office and follow up closely on Food Contracts related to the Country Office
and other country offices ensuring timely delivery of food commodities.
Draft
and prepare correspondences to respond to all enquiries (including regional) in
respect to relevant procurement matters (primarily for food items).
Ensure
data integrity (of food commodities) in the database, analyze results, and
initiate corrective actions when necessary.
Provide
training and guidance to staff on food and non-food procurement procedures.

responsibilities:
Under the overall
supervision of the Country Director / Deputy Country Director, and the direct
supervision of the Head of Programme, the Programme Officer will be responsible
for the following duties:
Responsible
for overall programme management which includes implementation and monitoring
of programmes and activities in the in the Country office ;
Develop
and sustain liaison with key professionals and NGOs engaged in the field of
food security;
Oversee
preparation and dissemination of timely analytical and critical reports
including proposals for improvements in operation and the scope of programmes;
Assess
the need for food in emergency and refugee/displaced person situations, draw up
plans for its timely arrival in coordination with government and other donors,
and monitor the implementation of these plans;
Assist
the government in identifying fields of development where food aid can be
usefully employed and give assistance in planning, formulating, and targeting
recipients for new requests for WFP aid; Liaise with project implementing
authorities and undertake visits to view project outputs and beneficiaries,
inspect storage places and points where WFP commodities are received in the
country, in order to ensure that progress is made in the achievement of project
objectives;
Design
and maintain databases of indicators relating to food security and WFP
projects;
Provide
continuing liaison with bilateral food aid programmes, with UN agencies and
with NGOs providing technical or other forms of assistance to WFP assisted
projects.
Advise
the government on the handling, transport, storage and distribution (including
marketing of commodities, if sold) of the commodities supplied by WFP;
Assist
the government on the maintenance of all records, accounts and books as
stipulated in the Plan of Operations or the Letter of Understanding and ensure
that reports required for WFP are accurate and provided as scheduled;
Prepare
periodic reports on the progress of operational projects and related government
plans;
Ensure
compliance with WFP’s policies, criteria and procedures with respect to food
aid;
Assist
Country Director/ DCD and head of Programme in all matters related to the
delivery of WFP emergency assistance and bring to the attention of appropriate
regional/country staff any administrative constraints arising from rapidly
evolving emergency situations in the field;

early warning, risk analysis and contingency planning in order to respond to
humanitarian crises. Periodically monitor the management of risks and report on

qualifications:

affairs, business administration, social sciences, development studies or a
field relevant to international development assistance. Masters’ degree (or
equivalent) in economics, agriculture, marketing, project management, or a
field relevant to international development assistance.
Experience:
At least five years
of postgraduate progressively responsible professional experience in public
sector management, development projects, emergency assistance, and/or
operational aspects of national, bilateral or multilateral food aid or
commercial transactions. Experience in working on relevant programmes and in
project management. Proven experience in working with partners such as the
Government, UN sister agencies, national and international NGOs
Knowledge:

Language
