Duties and responsibilities
Under the supervision of the Deputy Country Director,
the Consultant will undertake the following duties:

1.Management of the national strategic reserve
IT infrastructural development support to connect the
warehouses which are part of the strategic reserve, including commodity
tracking tool. The system will allow the monitoring of the stock, in all
locations of the strategic reserve from a central point and also monitor the
flow of commodity movements, allowing for better management of the nationwide
reserves.

Support to Commodity quality improvement through
provision of ‘blue box’ quality testing kits, training and in collaboration
with partners, raise commodity quality awareness.

Commodity recycling, including connecting to regional
markets through, when possible, the FPF, and linking it to institutional
feeding programmes such as the School feeding programme.

2. Support to the development of structured trading
systems

the training in warehouse management
- Provide
technical support to MINAGRI’s pro smallholder procurement
- Linkages
with the Home Grown School feeding programme
3.Monitoring
- Procurement
and market price monitoring, which will entail working with partners to
improve the esoko platform.
- Monitoring
and evaluation of government purchases to the market
4.Reporting
- Prepare
and disseminate timely, analytical and critical reports including
proposals for improvements of the P4P and market access activities
- Document
lessons learned and share experiences and best practices with other
partners.
Results Expected:
- Well
managed project;
- Enhanced
capacity of farmers as market players
- Enhanced
capacity of MINAGRI staff on smallholder commercialization
- Handover
of the P4P activities to MINAGRI after the end of the project
Qualifications and Experience required
Education:
Master’s
degree in economics, agricultural economics, marketing, project
management or international development

Experience:
- At
least six years of postgraduate professional experience in market
development, pro-poor strategy development
- Excellent
stakeholder management skills and ability to work with senior public
officials and private sector leaders
- At
least two years of working with international organizations and
private sector
- Experience
in policy and advocacy
Language Requirements:
Fluency in English is essential and preferably some
working knowledge of French.
