Recruitment of a Project
Assistant for the Skills Development Project
Introduction and Background
The Government or Rwanda through the Workforce Development Authority has
received a Credit from the World Bank for the implementation of its Skills
Development strategy. This Credit has been provided under the Skills
Development Project (SDP). The project supports three components which all
focus on skills development by matching demand and supply. Component I targets
medium-term systems building that would provide competency-based and
demand-driven training in selected priority occupations in selected vocational
training centers (VTCs). Component 2 supports the overall TVET system
strengthening while component 3 addresses the Rapid Skills Delivery by acting
as a quick delivery financing mechanism in response to priority skill needs.
It is with this background that WDA is hiring a Project Assistant to support
the SDP on a long-term contract.
2. Objective of the
Assignment
The Project Assistant will be responsible for all the operational, logistical,
administrative and clerical duties necessary to run the SDP office smoothly and
efficiently.
3. Key Duties and
Responsibilities
The Project Assistant will work very closely with the SDP Manager and the
entire Project team to accomplish the following tasks:
• Provide comprehensive operational, logistical, administrative and clerical
support to the SDP Manager including but not limited to the following tasks:
o Draft correspondences, memos, concept notes:
o Take minutes during project progress review meetings; Manage office
systems, filing procedures and records keeping;
o Make travel arrangements including preparing mission orders and
coordinating upcountry transport;
o Plan, schedule and coordinate meetings, appointments and other activities
for the Project Manager;
o Arrange essential correspondences in priority action order for the
Project Manager;
o Check deadlines of incoming requests and advise the Project Manager
accordingly,
o Manage and Maintain the Project Manager’s calendar;
o inform the Project Manager on all important and urgent matters
• Besides providing support to the Project Manager, the Project Assistant is
also expected to provide support to the rest of the Project team including but
not limited to the following tasks:
o Provide operational support to other Project staff;
o Receive, register and dispatch all incoming Project correspondences
and ensure their follow up;
o Send outgoing Project correspondences;
o Receive and direct Project visitors;
o Run Project errands;
o Prepare and cater for all Project events: workshops, missions,
ceremonies, etc.;
o Manage the office stationary and other consumables;
o Keep all Project registers (assets, stock, stationary, etc);
o Ensure judicious handling of all the Project Office issues;
• Serve as an information manager for the Project Office
• Perform any other duties that may be assigned by the Project Manager;
Qualifications, Skills and
Abilities
Education
• At least 2 years of university education (Bacc) in Public or Business
Administration, Secretarial, Office Management Studies, Management, and other
related fields
Work Experience
• At least 3 years of working experience, with 2 years in administrative
related- issues in related projects; experience in providing assistance in
project coordination and implementation;
Language Proficiency
• Excellent communication in English and/or French and working knowledge of the
other; Other Skills.
Requirements and Competencies
• Rwandan national preferred;
• Computer literacy – sound and current knowledge of Microsoft Word, Excel,
Access, PowerPoint, email and the Internet is a must; Knowledge of the
Microsoft Project application is desirable;
• Professionalism and knowledge of World Bank procedures and systems will be a
plus;
• Demonstrated ability to manage processes and maintain accurate records;
• Ability to work independently and maintain flexibility in working hours;
• Demonstrated planning and effective organizational and analytical skills and
ability to handle work in an efficient and timely manner ;
• Demonstrated ability to coordinate tasks to meet deadlines;
• Team player;
• Good interpersonal and communication (written and oral) skills;
• Demonstrated ability to develop and maintain effective work relationships
with colleagues;
• The candidate must maintain strict confidentiality in performing his/her
duties;
5. Reporting Structure:
The Project Assistant will report to the Project Manager of the Skills
Development Project. She/he will frequently liaise with all the other Project
staff.
