COUNTRY DIRECTOR – RWANDA

Women for Women International is an INGO headquartered in Washington DC and
operating in eight countries around the world. Its mission is to provide women
victims of war and other conflicts with tools and resources to move from crisis
and poverty into stability and self sufficiency, thus promoting a viable civil
society.

Women for Women International (WfWI) is seeking to hire a Country Director for
its country office in Rwanda, to be based in Kigali. The Country Director has
broad responsibilities for shaping the vision and strategy for the Country
Office, providing high level oversight over all areas of program implementation
and operations, conducting fundraising and advocacy, cultivating strategic
partnerships and playing a leadership role in the local, national, regional and
international movements for women’s advancement.  


Main Duties and Responsibilities

Strategic
Oversight

1.  
 Accountable at the highest level for the action and activities of the
Rwanda Country Office.
2.    Provide strategic oversight to the design and successful
implementation of all programs offered by Women for Women International
including sponsorship and direct aid, rights and life skills training, business
and vocational skills training and other pilot projects as applicable.
3.    Responsible for facilitating annual operational planning
and budgeting and 3-year strategic planning for the Country Office in
collaboration with the local staff and HQ.
4.    Responsible for the Country Office’s adherence to all
policies and procedures established by Women for Women International.

Program
Management & Compliance

1.  
 Oversee the design and implementation of special projects and initiatives
such as the Women’s Opportunity Center.
2.    Ensure that all data collection, monitoring, evaluation
and reporting on any aspect of the program is conducted in a timely manner and
according to the highest possible standards.
3.    Work closely with the senior managers on all aspects of
programming to ensure efficiency and accountability and to appropriately
address challenges as they arise.
4.    Ensure effective grant management, budget utilization and
fulfillment of annual targets.
5.    Ensure country office compliance with all organizational
policies, procedures and program guidelines.

Financial
and Administrative Management

1.  
 Ensure that financial and administrative systems are in place and adhered
to.
2.    Manage costs to budgets.
3.    Work with senior managers to develop new budgets and
monitor existing ones.
4.    Create, communicate and periodically review office and
staff security plans.
5.    Develop and maintain financial and administrative systems
for the office.

Human
Resource Management

1.  
 Ensure that systems and processes are in place and adhered to for
recruitment, compensation and benefits, labor law & taxation compliance,
staff health and safety, staff training and development, employee relations and
performance management.
2.    Ensure that country office staffing is maintained at
appropriate level and within budget.
3.    Participate in the hiring of all senior manager level
positions.
4.    Responsible for leading the Senior Management Team (SMT)
and holding regular SMT meetings.
5.    Supervise senior managers in line with WfWI’s performance
management framework, including the setting of annual performance objectives
and development plans, annual performance appraisal and regular 1:1 meetings
regarding progress throughout the year.

Fundraising,
Outreach & Representation

1.  
 Develop fundraising opportunities and cultivate new donor relationships.
2.    Develop and maintain working relationships with local and
international partners, relevant government agencies and community leaders.
3.    Lead and represent the organization to external audiences
and stakeholders.

Required Skills & Qualifications

Master’s
level degree or equivalent post-graduate qualification in relevant field (or 15+
yrs experience in lieu of advanced degree)
Minimum of 10 years relevant work experience, of which at least 5 years at
senior managerial level (prior experience as Country Director highly desirable)
Demonstrated leadership skills and ability to manage a large, complex,
ethnically mixed team of people through a participatory and enabling management
style
Understanding and experience of gender issues in Rwanda and proven commitment
to addressing gender inequalities in all key areas of responsibility
Successful at establishing internal and external relationships, building trust,
and inspiring others
Excellent interpersonal, communication and teambuilding skills
Familiarity with managing budgets, financial reporting, grant writing and
reporting
Excellent administrative, organizational and time management skills
Strong analytical and problem solving skills 

High level of maturity and cultural sensitivity
•    Strong computer skills in MS Word, Excel, PowerPoint and
Email applications
•    Fluency in written and spoken English and Kinyarwanda is
required; French language skills an added advantage
•    Must be a citizen of Rwanda or third country national with
valid work permit.
